Background

UNDP, in collaboration with its partners has launched a new multi-stakeholder governance programme entitled: “Governance and Democratic Participation Programme” (GDPP) in June 2017. The GDPP is a five-year programme spanning from April 2017 to March 2021 managed by UNDP. The overarching objective of the programme is to support the country to sustain efforts towards enhancing institutional capacities and frameworks for strengthening good governance and deepening democratic participation in line with the Constitution, the Growth and Transformation Plan II, the Global SDG agendas, and International Human Rights Conventions to which Ethiopia is a signatory. Progress in these areas are critical, and continued support will enable the country to deliver on the Sustainable Development Goals. 
 
The programme seeks to achieve the following five key outputs:
  1. Political processes of federal and regional state legislative bodies are more inclusive and effectively delivering on their constitutional mandates; 
  2. Federal and regional state systems of governance are more accountable, transparent and are delivering public services in more inclusive and responsive ways; 
  3. Citizens are empowered to actively participate in decision-making processes at all levels of the development, governance and political processes and systems;
  4. Systems and mechanisms for strengthening the federal system, promoting social cohesion, managing diversity, preventing and managing conflicts, fostering dialogues and building peace are further strengthened at national and regional levels; and
  5. Access to justice enhanced and human rights promoted and protected across Ethiopia.
GDPP is a very complex programme that is expected to demonstrate tangible impact, which means that wide application of results-based management principles has a central place in proramme implementation. The programme involves multiple partners, most of which are confronted with capacity and other challenges, hence the need to apply a hands-on approach and to closely coordination with programme stakeholders. The programme document provides for the establishment of a Programme Implementation Support Unit (PISU) within UNDP. The PISU is composed of a team of personnel with different expertise, headed by Chief Technical Advisor (CTA), among which a M&E Specialist.  The M & E Specialist maintains regular working relationships with the UNDP Governance Unit (Team Leader and team members), and GDPP Programme staffs who are working at the implementing partners. In addition, he/she will work in close collaboration with the M & E Analyst within the PMSU/UNDP, with government implementing partners, development partners, civil society and the media ensuring a successful implementation of the Governance Programme.
 

Duties and Responsibilities

Summary of Key Results:
 
Under the overall guidance and direct supervision of the CTA and the Governance Team Leader, and in close consultation with the Programme Management and Support Unit, the Monitoring and Evaluation Specialist will be responsible for developing and execution of monitoring and evaluation strategy for the Governance & Democratic Participation Programme. A robust M & E Plan and its effective execution would significantly contribute to the realization of programme objectives/results, as reflected in the programme documents. 
 
The M & E Specialist’s functions and responsibilities will include but are not limited to the following:
  • Strengthen Programme monitoring and evaluation systems and mechanisms and ensure their effective application;
  • Facilitate and support programme implementation and reporting;
  • Capacity building of partners; 
  • Knowledge building, management and sharing.
Duties and Responsibilties:
 
1. Strengthen Programme monitoring and evaluation systems and mechanisms and ensure their effective application
  • Critical review of programme Results Framework and seek ways and means to address gaps, if any;
  • Develop/refine a robust M&E Plan for the Governance Programme geared towards ensuring effective implementation and tracking of results;
  • Develop and institutionalize monitoring and reporting standards, quality assurance/control tools and mechanisms; 
  • Making sure that there is adequate and systematically packaged data and information on programme results, and that they are shared among all partners and stakeholders so that they better understand and support the Programme; 
  • Engage actively in data gathering, analysis and reflection concerning the programme, and on governance issues more broadly;
  • Package and disseminate, in coordination with other Programme staff and Communications Unit, adequate, quality and gender disaggregated data and information on programme results.
2. Facilitate and support programme implementation:
  • Contribute to the Annual Work Planning process by way of ensuring their consistency, feasibility and technical soundness;
  • Initiate and execute, in coordination with PMSU, field monitoring visits, and provide written feedbacks to implementing partners & UNDP on findings and proposed actions;
  • Facilitate and support Programme Annual Review Meetings, and Mid-Term review processes;
  • Actively participate in the preparation of quarterly, annual and mid-term reports on the programme;
  • Follow up on implementation of review and monitoring recommendations; 
  • Monitor and update, in coordination with the CTA and Governance Team, programme risk log frame;
  • Provide substantive inputs into Terms of Reference (TOR), consultant and evaluation team selection, technical feedback on evaluations and budget oversight.
3. Capacity building of partners:
  • Identify capacity gaps in the implementing partners related to results-based management and design and implement capacity enhancement training programs from time to time;
  • Work closely with Governance Team members in UNDP and implementing partners to create a sense of shared responsibility and accountability in achieving programme results; 
  • Facilitate refresher training programmes for Governance/UNDP staff on RBM and result-reporting.
4. Knowledge building, management and sharing:
  • Solicit, document, package and popularize success stories and good practices, feeding into implementation and future programming;
  • Facilitate/organize, in partnership with UNDP Units (PAU, PMSU, GCDU) knowledge – sharing events from time to time that would involve programme stakeholders and other relevant actors;
  • Support communications outreach on results of key partnerships.

Required Skills and Experience

Education:
  • Master’s Degree or equivalent in Monitoring and Evaluation/Measurement, Public Policy/Administration, Economics, Development Studies, International Relations, Political Science, Law, or related social sciences
Experience:
  • At least 6 years of relevant experience at the national and international organizations in an international development context;
  • Good understanding of the Ethiopian governance landscape, governance issues and concepts 
  • Strong experience in results-based management and/monitoring and evaluation, and report is a requirement;
  • Strong experience in the usage of computers and office software packages, experience in handling of web-based management systems is also necessary;
Language Requirements:
  • Fluency in the English and Amharic, both written and spoken.
