ORGANIZATIONAL SETTING

The Poor Communities and Trade Programme (PCTP) is located within the Division of Country Programmes and supports business and development infrastructures in different developing countries based on a market- driven approach, to favour the inclusion of marginalized communities and their groups of micro producers into the international value chain of high-end lifestyle products. Its aim is that of connecting informal micro entrepreneurs to the formal economy and to companies and organizations that accept them as suppliers.

The Poor Communities and Trade Programme has already developed a framework to insure traceability, sustainability and impact assessment as regards business generated by its project activities.

This framework brings together the work already done by the programme over the previous years on impact assessment and implementation of a fair labour agenda.

The goal of this job function is to provide for all the project chapters of the Poor Communities and Trade Programme a clear framework for the implementation of PCTP’s Corporate Social Responsibility (CSR)’s scheme and fair labour agenda.

RESPONSIBILITIES:

Under the direct supervision of the Head and Head, PCTP and the overall supervision of the Director,

DCP the Associate Officer will be responsible for the following duties:

  • Liaise with the main organisations that in the project countries, in eastern and Western Africa and central and South Asia, work in the areas of fair labour and ethical trade, as regards the core dimensions that are more important for the Programme.
  • Manage field staff in charge of implementation of the agreed fair labour agenda.
  • Prepare a scheme of work so that the Fair Labour Agenda could be properly implemented both at the operational and structural level for all the projects included in the programme. This scheme of work will also consistently focus on gender mainstreaming’s issues by including disaggregated data on gender for instance.
  • Plan and manage the training sessions aimed at local staff members when relevant.
  • Define recruitment needed to equip the project with relevant field staff for the implementation of the intervention and assessment schemes.
  • Provide inputs to field managers who have to coordinate the activities of field staff involved in the areas of labour practices and the environment.
  • Provide inputs and guidance to define and implement a clear fair labor agenda and developing practical implementation modalities based on result-based management.
  • Participate in the development of a web-based platform to communicate the results of the framework’s activities.
  • Deliver capacity building on issues of social responsibility and fair labour assessment.
  • Participate in meetings, seminars and fora where issues of social responsibility and impact assessment are discussed and developed.
  • Draft project proposals design, including budget planning and log frame.
  • Perform other related duties as required.

NOTE – frequent duty travel may be required.

ELIGIBILITY CRITERIA

EDUCATION: University degree (BA Hons) in management, social management, or closely related

subjects.

Note: Candidates who have completed an advanced (Master’s or equivalent) in management, social management, or closely related subjects may be considered with two years of relevant professional work experience

WORK EXPERIENCE: A minimum of four years of professional experience in issues related to ethical trade, with particular reference to fair labour practices and impact assessment.

Experience in working in projects aimed at producing consumer goods in regions of the developing world. Experience in working with developing countries. Previous experience on corporate social responsibility desirable.

LANGUAGES: Advanced knowledge of English required. A working knowledge of French desirable.

Knowledge of other UN official languages is an asset.

REQUIRED KNOWLEDGE AND SKILLS:

  • Provision of strategic inputs regarding planning, budgeting, implementing, monitoring and reporting to implement activities in correlation with social impact assessment and Fair Labour. Ability to manage the team allocated to the SIA system and Fair Labour across the different country chapters of the programme.
  • Knowledge of social impact assessment techniques and fair labour standards (ILO).
  • Ability to undertake research activities on business modelling including efficient analysis on the use of project funding and trade-related matters.
  • Ability to ensure the effective application of the Results-Based Management (RBM) tools, establishment of management targets and monitoring and achievement of results, across all PCTINTERNATIONAL TRADE CENTRE Page 3 programme areas, in order to facilitate adjustments to project design and implementation approaches where necessary.
  • Knowledge of project design, including budget planning and log frame.
  • Knowledge of the development of training schemes.

  • Familiarity with the work of organizations that promote fair labour and community involvement.
  • Familiar with the issues of ethical fashion vs. mass fashion.

TERMS OF SERVICE

Appointments with ITC are service-limited to this organization. The conditions of service are governed by the United Nations Staff Rules and Regulations. This is a fixed term appointment.

INDICATIVE ANNUAL SALARY AT THE P-2 LEVEL

Annual Salary (net of tax)

Starting from 46,472 US$, with annual increments subject to performance.

Post Adjustment

In addition to the above annual salary a monthly post adjustment is paid. The rate as at February 2018 is 81,6% of the monthly salary. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
