ABOUT WFP

WFP’s operation has grown rapidly as a result of the large influx of South Sudanese refugees that began in mid-2016.  WFP’s footprint has changed on the ground with the establishment of two Area Offices in the country that oversee the operations of several field offices each. The organizational structure of the Country Office has been evolving organically in order adapt to the changing context. As the operation has grown substantially, so too has the operational information management and reporting needs of the Country Office.  All of these factors have led to a relative degradation in WFP’s operational information management and reporting capabilities.

It is for this reason that WFP is seeking an appropriately qualified individual to fulfil the  role of Operational Information Management and Reports (OIM/R) Officer to support the Uganda Country Office in enhancing its capacity in this area. While managing the day-to-day OIM/R function of the Country office, the OIM/R officer will need to strengthen – and establish where needed – OIM/R systems, processes, procedures and protocols. While administratively located within the Programme Unit, the OIM/R Officer will need to work across functions, notably with Field and Area Offices; Assessment, Monitoring and Evaluation; Budget and Programming; Communications and Donor Relations. ORGANIZATIONAL CONTEXT

This  job is found in the Uganda Country Office, and reports to the Head of Programme or the designate. At this level, the job holder operates with a high degree of independence, is  likely involved in activities and analytical work of a high complexity, and contributes to Operational Information Management and Performance Reporting improvement. 

JOB PURPOSE

To support all Operational Information Management and Performance Reporting (OIM & PR) activities and contribute to the establishment and presentation of standard and consistent operating picture of WFP operations and associated results that facilitate informed and timely decision-making at all levels throughout the organisation. 

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Supports the organisation, packaging, utilisation and dissemination of relevant information to inform programme design, implementation and presentation to internal and external audiences;
  2. Supports the external information provision and reporting requirements of the country office inclusive of donor proposals and reports;
  3. Coordinates the internal reporting requirements of the country office inclusive of monthly Executive and Country Briefs, donor reports, proposals and ad hoc briefing materials as required;
  4. Regularly updates the OIM tasker and reports schedule, leading the coordination of all inputs and alerting relevant units of reporting requirements and deadlines;
  5. Actively participates and contributes to inter-agency information management and reporting, including, but not limited to meetings, situation reports and other issues as they arise. Ensures collaboration and coordination under the ‘One UN’ framework to maintain consistency and complementarity of information with sister agencies; and
  6. Leads the preparation of the WFP Uganda Standard Project Report in collaboration with all relevant units and ensure coherence and quality of information. 

Country Office OIM/R Capacity Building and Systems Strengthening

  1. Maps information flows and requirements in-country between the Country Office (CO), Area Offices (AOs) and Field Offices (FOs), between the CO, Regional Bureau (RB) and HQ and from CO to external audiences;
  2. Implements recommendations to optimize the evolving organizational structure for information flows in line with WFP Uganda’s needs and priorities across functions at CO, AO and FO;
  3. Defines OIM and reporting process flows to ensure a common understanding, agreement and prioritization across cross functional units and sections;
  4. Leads the implementation of commonly understood and jointly owned OIM and reporting SOPs, identifying each unit’s role and responsibilities with clear deadlines and products
  5. Facilitates information flow between focal points of corporate systems such as COMET, LESS and WINGS
  6. Enhances the capacity of WFP staff and partners to effectively manage operational information and reporting through the provision of the relevant OIM/R training; and
  7. Engages with relevant units in the Regional Bureau in Nairobi and Headquarters in Rome to stay up-to-date with corporate guidelines and policy related to information and performance management.

STANDARD MINIMUM QUALIFICATIONS

  • Advanced University degree or First University degree with additional years of related work experience in Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other relevant field.
  • At least five years’ experience within WFP, as an OIM/R officer or in a related functional role that has provided an in-depth knowledge of OIM/Reports” processes, systems and OIM/R requirements.
  • Excellent oral and written communication skills, able to clearly articulate insights to external stakeholders and stakeholders within WFP;
  • Strong understanding of OIM/R concepts and principals with a broad knowledge of best practices, techniques and processes;
  • Strong analytical skills with the ability to analyse and interpret information and draw out the key messages;
  • Capacity to produce high quality products when working under pressure and with competing deadlines;
  • Ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds;
  • High capacity for organization and cross-functional coordination, as well as an ability to work with a high degree of independence in a team environment;
  • Ability to adjust own communication style to different internal and external audiences and purposes;
  • Ability to lead, motivate and develop less experienced/more junior staff.
