How can you make a difference?

Under the general supervision of the Operations Manager, assists in the area of accounting control, recording, reporting of assets, liabilities and income.  Monitors the appropriate disbursements of funds and payments of accounts in accordance with the rules, regulations and established budgetary limits to ensure IPSAS compliance. Assists in the management of all administrative services

1. Controls and operates office accounts in accordance with UNICEF financial rules and regulations and local banking practices

2. Provides up-to-date information on the cash position or status of such accounts.  Keeps abreast of all procedures and regulations regarding the maintenance of bank accounts, exchange and interest rates, etc.  Certifies the appropriate, accurate and timely processing and recording of disbursements and payments, (e.g., MIP, travel claims, pension fund, insurance, advances to government), in accordance with established rules, regulations and systems, and within budgetary limits.  Also ensures recovery of advances and accounts receivable.

3. Monitors financial transactions and accounting reports, and reconciliation of accounts, to ensure that IPSAS compliant financial accurate and up-to-date financial data in VISION. Trains subordinates and colleagues in accurate use of finance and accounting modules in VISION as it relates to their user role in the system.

4. Controls petty cash fund, disbursements, recording and accounting. Reviews operation budget expenditures by codes against approved allotments, and verifies compliance with reports received from HQs.

5. Responsible for the systematic review of office premises to ensure a good and secure working environment for all staff members.  Undertakes all actions necessary to arrange cleaning services, ensures procurement, maintenance and repair of equipment and supplies, in accordance with budgetary plans and allocation.

6. Supervises transport services, and ensures a schedule for use of vehicles, reviews reports on use of petrol, mileage, driver overtime records, and maintenance services.

7. Reviews all travel requests for budgetary provisions and charge against correct cost centre, and ensures that travel arrangements, (i.e. tickets, visas, hotels, per diem) are undertaken in a timely manner. Briefs staff on all policies and procedures covering official travel.

8. Ensures the safekeeping of UNICEF assets, annual physical inventory, reviews asset reports, including cost analysis and recommends replacement/disposal of equipment and supplies.  Reconciles physical inventory data with office records to ensure inventory taken is complete, and identifies discrepancies for corrective action.

9. Reviews all contractual arrangements with suppliers of goods and services to ensure that the terms and conditions of all contracts are being adhered to by the suppliers of goods and services. Proposes to the supervisor any changes that may be required.

10. Keeps the supervisor abreast of potential risk and problem areas, and identifies and recommends solutions.  Prepares reports and correspondence on administrative matters.

To qualify as an advocate for every child you will have…

  • University degree in Accounting, Finance or Business Administration.

  • Two years of professional work experience in finance and accounting. Experience in an international organization desirable.

  • Fluency in English is required.
