What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

About OSCAR Project

The Department of Financial Resources & Logistics is leading a project named OSCAR, aiming at improving Supply Chain Management and Customer Service. To this end, Logistics, Finance and Assistance Divisions are working together to implement new ways of working, based on a transversal software named JD Edwards (JDE). A first release was started in June 2014 in Geneva, and will continue throughout various ICRC delegations worldwide.

Purpose

The Collaborative and Demand Planning (CDP) Officer implements the CDP approach is all site where JDE is being deployed. S/he ensures that all stakeholders should understand their roles, be properly trained, feel comfortable using the forecasting tool and taking part in the Monthly CDP Meeting.

Accountabilities & Functional responsibilities

  • Be present during all deployment at least 4 weeks (two weeks pre and post go-live) to support the Logistic team with Demand Planning related questions.
  • Ensure that the Collaborative Demand Planning (CDP) approach is understood both in terms of processes and procedures by all stakeholders involved and applied in all delegation as a standard.
  • Support all assistance departments through the first demand planning exercise, train them on the forecasting tool and ensure they feel comfortable using it.
  • Encourage communication and collaboration within a department to prepare the creation of accurate forecast reflecting demand, as well as across department via bilateral meetings with Logistics and Finance.
  • Assist the Forecaster in the first Monthly CDP Meeting of a delegation by ensuring proper set-up and participation. This includes training and sharing of “tools” with all involved stakeholders to highlight and reiterate the importance of CDP & Forecasting.
  • Ensure that all documents related to the CDP meeting (MoM, forecasting file etc.) are available to LSC and GVA counterparts (upload in share point).
  • Assist the Forecaster in uploading forecast to JDE and in treating any potential error arising.
  • Provide support to Planners in reading MRP messages linked to forecasts

CDP follow-up and support

  • Be available (remotely) to answer any pending questions linked to Demand Planning and forecasting to ensure the process has "taken-off".
  • Follow up with deployed delegation and raise concerns to GVA (Desk and APOs - Area Process Owner). If needed support the Desks and define action plan / agenda to reinforce the CDP process within a delegation

Update CDP Procedures:

  • For the local level (operational), regularly update and/or create SOP, Training material and “How-to documents”. Consult and work with Business Process Owners and APO when needed.
  • For the tactical level (Region, LOG and Assist Desks), work with Regional Planners in LSCs and Business Process owners to ensure the appropriate information is related from all delegations within a region and available for consultation. Help define and implement CDP at regional level.
  • For the global level, give input and feed-back regarding progress.

Certifications / Education required

  • University degree in supply-chain management or similar, or equivalent experience.
  • Good command of English and French; Spanish language skills an asset.
  • Very good computer skills.

Professional Experience required

  • Experience with Demand Planning and Forecasting
  • Experience with enterprise resource planning.
  • Ideally, 6 years´ experience in logistics; ICRC field experience an asset.
  • International work experience
  • Training experience

Our operational & field constraints

  • In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals
  • Candidates must be in good health and will have to do a medical check-up prior to departure in the field
  • Candidates must possess a driving license (for manual transmission vehicles)
  • Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for at least the first 24 months
