Background

Efficient, resilient, and well-planned road networks ensure that no one is left behind in the drive for inclusive growth. This is why roads are considered as an important foundation for the Sustainable Development Goals (SDGs), and a prerequisite for bringing communities together. 

At present, only 24.6% of all provincial roads in the Philippines are of acceptable quality. Of the 12,726km of provincial core roads, 57.2% are unpaved and in need of upgrading, while 20.2% are in poor condition and in need of rehabilitation. The situation is similarly dire for the 19,098 km of non-core roads, with 67% needing upgrading and 7% in need of rehabilitation. To address this situation, the Department for the Interior and Local Government (DILG) has launched the Conditional Matching Grant to Provinces (CMGP) initiative to improve the quality of the local road network across the country, by providing both financial investment for capital outlay, as well as strengthening the governance processes so that provincial governments are themselves able to effectively plan, design, implement and maintain their road networks.

In partnership with DILG, UNDP has launched a project “Paving the Road to SDGs through Good Governance” which aims to provide support to the governance reform and quality assurance components of CMGP through the ‘Road to SDGs’ framework. This framework will anchor the prioritisation, planning, design, implementation, and maintenance of infrastructure projects to the achievement of the SDGs, incorporating the elements of partnership building, climate change and disaster risk reduction, gender mainstreaming, and citizen participation for transparency and accountability.

Duties and Responsibilities

Under the overall guidance of the Democratic Governance Team Leader and the direct supervision of the Project Manager, the Roads Sector Manager will be a senior member of the project team and will support the Project Manager in ensuring that all project work is of a high quality and completed within the timeframe set. The successful candidate for the job must have solid extensive experience working as an engineer in the building of roads, bridges and related works especially labour-based feeder roads maintenance and rehabilitation approaches.

Summary of Key Functions:

  • Oversee the quality assurance process of UNDP engineers and hub engineers monitoring provincial road projects under CMGP on the ground.
  • Provide guidance to the team of experts in crafting new and refining existing standards and modules on road design, maintenance and others, ensuring that SDGs are mainstreamed.
  • Oversee the development of new software, including the project management suite, integration of Development Live, and asset management system for the CMGP roads project.
  • Perform other duties as may be assigned by the project manager.

CMGP road provides provided with quality assurance by the UNDP engineers and / or governance hub engineers.

  • Provide technical inputs to the strategy and organisation of field engineers who will provide quality assurance.
  • Review the quality assurance reports, checking for accuracy, integrity, and recommending actions to be taken to the project manager.
  • Provide quality assurance of the engineers themselves, performing spot checks on the hubs and field engineers to ensure that they are providing adequate service to the provincial local governments and DILG.
  • Conduct site visits for specific projects requiring urgent assistance and trouble shooting.

Provide guidance to the team of experts in crafting new and refining existing standards and modules on road design, maintenance and others, ensuring that SDGs are mainstreamed.

  • Review the existing standard documentation for the construction of roads in connection with CMGP project and propose any improvements deemed necessary, using the SDG localisation approaches including rights-based governance, and gender mainstreaming.
  • To review the design drawings as per the alignment of the existing road and/or acquired land for the project
  • Make necessary changes in the design drawings as per the site conditions. Conduct initial survey for the selected roads.
  • Conduct engineering survey for the selected roads and structures
  • Review the hydrological and drainage design and modify it as per the project requirements on site
  • Develop geometric design from the survey results on either AutoCAD and/or Civil CAD programmes
  • Develop a procedure to establish norms to define the project-alternatives that will be evaluated for each road
  • Develop a procedure to establish norms to estimate the life cycle cost of the project-alternatives being evaluated for each road, based on the condition survey of the roads, traffic demand, and the estimates of recurrent and periodic maintenance needs for each project-alternative
  • Mainstream SDG targets and approaches to the modules and tools under CMGP and provide inputs to other innovations.
  • Oversee the development of a training plan and facilitate training in new modules for Hub engineers, UNDP engineers, and DILG. 

Develop new software, including the project management suite, integration of Development Live, and asset management system for the CMGP roads project.

Provide technical inputs to the development of software to strengthen the governance of roads, including the project management suite, integration of the existing Development LIVE platform (that facilitates project oversight and citizen monitoring), and asset management system.

Required Skills and Experience

Education:

  • Master's or Bachelor’s degree in Civil Engineering or engineering qualifications which relate to civil engineering works, particularly Urban and Rural road and bridge construction are highly desirable.

Experience:

  • Licenced civil engineer
  • A minimum of 5-7 years of progressively responsible experience in Geotechnical Engineering or related field
  • Professional experience conducting geotechnical engineering
  • Ability to work with minimum of supervision in difficult circumstances and remote areas
  • Experience in GIS applications; experience with AutoCAD is desirable
  • Demonstrated capacity in project management reporting including preparation of work/financial plans
  • Proven experience of effective partnership development with national counterparts, development partners and civil society is required;
  • Proficiency in standard software applications Word, Excel, PowerPoint, Outlook etc. is required
  • Work experience at the sub-national level will be an advantage.
