We are looking for a highly qualified Support Services Manager for the DRC program in Rakhine State, Myanmar.

 

Who are we and what we do?

DRC has been operating in Myanmar since 2009 and currently supports operations in four different States. The overall programme objective is the promotion and protection of durable solutions for vulnerable populations including conflict and disaster-affected people, IDPs and returnees in Rakhine State, Kachin State, Northern Shan State and the Southeast of Myanmar. DRC’s work is based on humanitarian and protection principles and human rights.

Rakhine State has experienced decades of underdevelopment, ethnic discrimination and segregation that has led to conflict and waves of IDPs and Refugees. DRC currently seeks to protect and assist all those affected by this state of affairs and works in the camps of central Rakhine State, and within camps and communities in eastern Rakhine.

DRC Myanmar currently employs over 280 national and 24 international staff and operates out of ten offices. DRC’s main office is in Yangon and the main donors are ECHO, DFAT, SDC, USAID, OFDA, UNHCR, and DANIDA. The program in Rakhine State is run from 3 offices and has a total 140 staff including 13 international staff.

 

About the job

The Support Services Team Manager will be responsible to oversee the support services in Rakhine State. This will include ensuring full compliance with DRC’s operations handbook on finance, administration and HR. The Support Services Team Manager reports to the Rakhine Head of Office and directly oversees and manages the finance, administration, and HR departments in Rakhine State. The Support Services Team Manager also has a technical management line to the Head of Support Services in Yangon to ensure effective budgetary control, and adherence to DRC and donor policies and procedures.

 

Duties and Responsibilities

  • Line manage Finance, Administrative and HR staff in main Rakhine (Sittwe) office, and matrix manage/provide technical support to finance, Administrative and HR staff in sub-bases (Mrauk’Oo and Maungdaw)
  • Responsible for maintenance of a Master Budget for Rakhine State
  • Ensure that thorough and effective budgetary control is in place, and ensure accountability and donor compliance in all financial documentation
  • Oversee efficient Human Resource management for the State, of both DRC contracted employees and incentive-based workers
  • In collaboration with relevant program managers will prepare programme and support budgets
  • Ensure full implementation and adherence to all DRC internal policies and procedures as well as local law regulations
  • Be a focal point for the ERP (Enterprise Resource Planning) system in Rakhine State and ensure implementation and use of the same one
  • Prepare financial reports for donors, and check compliance with donor financial reporting requirements
  • Responsible for training and provision of support to program staff in understanding financial obligations and minimum requirements
  • Oversee staff training and promotion
  • Oversee HR procedures based on the global people policy, including recruitment, development, performance, contracts, well-being and people planning.
  • Act as DRC Code of Conduct focal point for Rakhine, including training and implementation
 

About you

To be successful in this role you must have: 

  • At least 5 years of relevant work experience at a similar level
  • A University degree in a relevant subject
  • Sound knowledge on cost planning, budgeting, and financial reporting
  • Advanced excel skills
  • Experience in management of HR and administrative teams
  • Good knowledge of procurement procedures of INGOs
  • Good interpersonal and communication skills
  • Demonstrated ability to manage and capacity build staff
  • Experience of working with DRC’s main donors (UN Agencies, ECHO, USAid, DFAT, SDC)
  • Demonstrated intercultural sensitivity
  • Fluency in English

 

We offer

DRC will offer the successful applicant a contract for 12 months. The contract will be renewable dependent on funding and performance. Envisaged start date is April 2018.

Sittwe is a non-family duty station and is eligible for a location adjustment to salary and R&R according to DRC terms of employment level C.
