SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development programmers concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:

The Site Engineer is responsible for overall quality control. He will work as a project based engineer in the Rural Development Unite of Takhar Regional Management Office TRMO. S/he will assist field engineer or guide the assist engineer in ensuring quality, timely completion and the daily site management of Projects construction. The site Engineer would report to RD Field engineer or senior engineer in TRMO

Qualifications & Requirements:

  • Graduated from engineering faculty, BSc in civil engineering.
  • Documented experience in construction projects, supervision and implementation.
  • At least 4 years’ experiences in field of engineering (site/filed engineer) with NGOs or UN agencies.
  • Experience in supervising engineering project activities in the field.
  • Fluency in Dari and Pashtu, written and spoken.
  • Strong interpersonal and communication skills.
  • Honest, active and well mannered.
  • Ready to work, live and travel in an intricate and strenuous environment.
  • To be familiar with the cultural, socio-economic and political environment of site is an advantage.
  • Be able to visit the project site regularly on daily basis.
  • Being an Afghan citizen.
  • Previous experience with SCA construction projects will be preferred.

Main Responsibilities:

  • To supervise and monitor the daily activities of construction projects in sites.
  • To watch over fulfilment of tasks given to skilled and unskilled labors to expedite construction works.
  • To keep track of the incidence of work day to day and to plan for the task to be completed on time.
  • To properly allocate skilled and unskilled labors according to plan for task.
  • To guide people under his responsibility about the way to fulfil their assignments.
  • To verify presence on the work-site personnel, inventory and keep other records updated and regularly report to the RD field engineer/RD senior engineer.
  • To prepare a list and make sure provision of all construction materials needed for the job to avoid work delays.
  • To ensure quality control of work and choose the suitable construction materials in the field in line to SCA policies.
  • To keep close contact with the community and local authorities regarding community participation.
  • Special attention to local accepted means of communication.
  • To do on job training for people under his responsibility.
  • To give assistance and share information with other SCA field workers.
  • Maintain good cooperative relation with the local authorities, other stakeholders. 
  • To participate actively in ensuring broad understanding and acceptance by local communities of the RD construction project and SCA in general.
  • To actively contribute to the successful development and good reputation of SCA.
  • To do any other tasks within the field of competency assigned by line manager.
