Organizational Setting

 

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions\: A, B and C, for the implementation of verification activities around the world; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices\: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. The departmental operating environment is interactive, participative and dynamic with continuous inputs received from the Board of Governors, the General Conference, policy- and decision-makers, as well as counterparts in Member States and in the international development community.

The Division of Information Management comprises four Sections and provides the Department of Safeguards with data processing services, secure information distribution, information analysis and knowledge generation necessary to draw independent, impartial and soundly based safeguards conclusions.



Main Purpose

 

Under the supervision of the Section Head and in close collaboration with the Safeguards Information Analysts, the Safeguards Information Assistant (Nuclear Trade) collects and processes information in support of the State evaluation process and in-field activities and communicates relevant information and conclusions to the appropriate IAEA staff.

The Safeguards Information Assistant (Nuclear Trade) plays a key role in acquiring, processing and analyzing data received from a range of sources. Additionally, he/she supports the State evaluation process at the Divisional level and serves as an administrative focal point for issues related to the IAEA outreach programme. The ability to develop appropriate methodologies for addressing specific information research and dissemination problems and applying these methodologies in an independent manner is particularly important due to the growing volume of sources of information and the diverse forms of information.


Functions / Key Results Expected

 

  • Support the development of analytical methodologies by providing input to requirements/testing.
  • Provide administrative support to analysts, experts, and ad-hoc working groups by reviewing and analyzing large volumes of data and conducting daily searches and collection of safeguards-relevant information to provide input to the State evaluation process.
  • Assist with the review and editing of annual plans for procurement outreach to nuclear-related industries based on the existing plans, contacts made, activities conducted, results achieved during the year, agreements and meeting minutes with Member States and company representatives.
  • In cooperation with technical experts and consultants, plan, arrange and participate, both internally and with Member States, in the review, analysis and reporting of results of highly confidential proliferation-sensitive information.
  • Prepare task reports in cooperation with analysts and experts, ensuring accuracy and consistency by applying the rules of the IAEA Style Manual and securing their timely dispatch according to Departmental schedules to complement the State evaluation process.
  • Analyze information relevant to safeguards to contribute to the drawing of safeguards conclusions, and provide information related services to the Department.
  • Provide assistance to other staff in the Section and Division and assist with the training of new staff members in the Unit, acting as a back up for other Safeguards Information Assistants during times of absence.

Qualifications, Experience and Language skills

 

  • Completed secondary education.
  • Minimum of six years of working experience supporting analysis processes, including the collection, processing and assessment of complex information, preferably in an international environment.
  • Experience of working in a trade-related environment, for example, nuclear trade, imports and exports, or with associated legal aspects.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
  • English language test (level 2) and Typing test (level 2) to IAEA standard.

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 51704 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance.

Appointment is subject to a satisfactory medical report. Recruitment will be on a LOCAL BASIS only. Outside applicants are required to supply to the IAEA or to authorize it to seek all information relevant to their suitability for employment by the IAEA. Testing may be part of the recruitment process.
