NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Background:

NRC has been operating in Iraq since 2010, to respond to the needs of the most vulnerable people affected by ongoing conflict in the region. NRC has a country office in Erbil, KR-I, and area offices in Baghdad, Dohuk, Kirkuk and Nineveh.

NRC’s national program strategy for 2018 will facilitate a shift from emergency response tools towards longer term initiatives, while maintaining the effective delivery of robust emergency response. In 2018, NRC Iraq will maintain a sectoral focus on education, Information Counselling and Legal Assistance (ICLA) and livelihoods interventions, complemented by post-emergency WASH and shelter interventions with a two pronged approach within CCCM: both in-camp, and in urban and peri-urban areas. Cash-based and innovative programming will be at the centre of NRC Iraq’s efforts. NRC will prioritize assistance to those who have been left outside of social assistance schemes and recovery and reconstruction efforts, which will have prevented them from seeking durable solutions.

In 2018, NRC’s target population will be new underserved communities and locations, with a focus on IDPs returning to destroyed and disrupted communities unable to reintegrate due to insecurity. NRC will also prioritise serving vulnerable IDPs unable to return for reasons outside of their control, and responding to short-term displacement as a result of localized conflict and asymmetric attacks

 

Overview:

The purpose of Logistics and Procurement Coordinator position is to implement logistics and IT policies and procedures at Baghdad Area Office. Logistics Coordinator works closely with program to ensure the procurement plans for all project are in place and ensure daily follow of the implementation of the procurement plans. Logistics Coordinator is responsible for all NRC assets management in accordance with NRC regulation and procedures. Logistics Coordinator will be reporting to Logistics manager. The position will be based in Baghdad Area Office.

 

Ideal Candidate Profile:

A university graduate in supply chain management, Logistics or equivalent with minimum (5) five years’ experience from working as senior Logistician in a humanitarian/recovery context. Ideally, the candidate should be able to produce written reports. S/he should have the ability to prioritize responsibilities, carry out multiple tasks simultaneously, and able to meet deadlines. Fluency in spoken and written English and Arabic is a must. Knowledge of humanitarian principles and code of conduct is essential.

 

Key Job Tasks and Responsibilities:

  • Ensure local Standard Operating Procedure are properly developed/updated and disseminated.
  • Participate in budget development for Logistics/Procurement Department.
  • Review the logistics core cost budget versus actual and provide analysis of the cost efficiency.
  • Provide technical advice and support to implement NRC’s logistical and ICT systems and procedures at area level.
  • Conduct regular logistics field visits and audit to ensure all systems and procedures are adhered to and fully functional.
  • Conduct operational and market assessment in the new areas of NRC.
  • Responsible for ensuring the procurement activities are in accordance with budget lines and annual plans and serve the best interests of NRC and its operations.
  • Ensure that all procurements are finalized in timely and quality manner, comply with NRC Logistic Handbook/SOPs and donor guidelines. Support in following up on the procurement plans and requisition tracking in all area offices.
  • Responsible for prequalification processes and establishment of Suppliers and Service Providers databases.
  • Responsible for all framework lease agreements in accordance with NRC procedures including renewals.
  • Responsible for ensuring that warehousing practices are in accordance to the NRC Logistics handbook standards.
  • Ensure that the storage facilities/warehousing are secure, fit for purpose, managed and meet health and safe working practice requirements, including food commodities.
  • Ensure that stock utilization and replenishment systems are adequate to maintain an adequate supply of basic commodities to facilitate the smooth operation of the programme.
  • Liaise with programme staff to ensure stock usage and distribution at end of grants.
  • Ensure that the system of controlling assets movement between personnel, programmes and locations is in place.
  • Ensure appropriate disposal of assets as required in accordance with NRC and donor guidelines.
  • Oversee the management of all transport and fuel issues; responsible for ensuring implementation of NRC Fleet Management System.

The post will be for one (8) eight months contract duration with possible extension - subject to funds.

Salary: 7/1 according to NRC-Iraq's salary scale.
