The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programmes, in advocacy and in operations. UNICEF works in partnership with a wide range of implementing partners, both government and civil society organization (CSO) partners, to deliver results for children across the globe. Effective implementing partnership management is therefore essential for ensuring that resources are utilized as intended and results are being achieved. UNICEF’s collaboration with CSOs, including national and international NGOs, community-based organizations and academic institutes, is regulated by the UNICEF CSO Procedure.

UNICEF has also adopted the Harmonized Approach to Cash Transfers (HACT) as an approach for obtaining assurance that results have been achieved in line with resource utilization. It aims at managing risk related to cash transfers made to implementing partners in support of programme implementation, reducing partner transaction costs and allowing progressive use of national systems for management and accountability of results and resources. UNICEF’s cash transfers to both CSOs and government ministries/agencies are regulated by the UNDG HACT framework and UNICEF HACT Procedure, a framework to support the risk-informed stewardship of financial resources.

The efficient and effective technical support provided to the development and implementation of strategic advocacy and planning & formulation of social policy programs/projects and the achievement of sustainable results, contributes to achievement of goals and objectives to create a protective environment for children and thus ensure their survival, development and wellbeing in society. Achievements in social policy programs and projects in turn contribute to maintaining/enhancing the credibility and ability of UNICEF to provide program services for mothers and children that promotes greater social equality in the country.

We are looking for a Programme Officer HACT whose expertise is behavioural change, to support UNICEF’s LAC Regional Office in the following areas:

1.            Support to IP management

2.            Support to Oversight and Quality Assurance

3.            Knowledge management and capacity building

4.            Support to Global initiative related to IP management

5.            Support to LACRO IP management

 

1.            Support to implementing partnership management

  • Provide technical support to the COs in HACT process and development of CO HACT implementation plans (assessment, assurance and capacity building). 
  • Provide TA to COs in HACT implementation in line with the HACT policy/procedure and other relevant UNICEF policies/ guidance.
  • Provide technical support COs in the use of UNICEF tools and systems for programme/ planning/ implementation/ monitoring/ reporting (inSight – Scorecard, Dashboard, RAM, HACT status report, ERM, eTools).

2.            Support to Oversight and Quality Assurance

  • Support technical support to the COs to ensure that the quality assurance (QA) process are in place for the implementation of HACT assurance activities and the use of the FACE forms at the CO level, including QA and follow-up and escalation of findings of assurance activities as needed.
  • Support the COs on reporting of the HACT implementation status in mid-year and end-year, and prepare the corresponding regional HACT implementation status reports to FRG based on the CO reports twice a year.  Follow up to the COs with poor implementation.

3.            Knowledge management and capacity building

  • Support and facilitate CO capacity development activities of staff and IPs on partnership management, with a special focus on the implementation of HACT/CSO procedures.
  • Support the COs with ERM exercise with a particular emphasis on ensuring that risks for IP management are appropriately identified and relevant mitigating measures put in place as relevant to the country and regional context.
  • Support COs in the roll-out and implementation of eTools for IP management. 

4.            Support to Global initiative related to IP management

  • Support the RO participation in the global initiatives of FRG – IM pillar (e.g., HACT cost/benefit analysis, HACT evaluation, eTools, etc.) as needed.
  • Support the RO participation in the update of the procedures for HACT, CSO, MOU, etc. based on the feedback from the field, representing the interest of the LACR offices.

5.            Support to LACRO IP management

  • Support RO staff on partnership agreements (PCA/PD and SSFA) through capacity building/briefing, planning/preparation, document review.
  • As the PRC Secretariat, support the Planning Chief, DRD, RD and committee members on the document review/approval, and document archiving (online).
  • Support RO staff on HACT planning, implementation (FACE/ICE, programmatic visits, spot checks, audits), and follow-ups.
  • Prepare biannual RO HACT status reports in consultation with the relevant sections.

To qualify as a champion for every child you will have:

Education:          

A University Degree in Development studies, International Development, Business Administration, Financial Management, Economics, and Auditing, Project/ Programme Management or other relevant field is required.

Experience:        

A minimum of one year of professional experience in programme/project development and management or financial planning and management and related areas at the international and/or in a developing country.

Language Requirements:              

Fluency in English and Spanish is required. Knowledge of French is an asset.
