We are looking for a committed Supply and Logistics professional to join us to manage the supply component of the DPR Korea country programme which operates in a context of tightening sanctions and complex supply chains.

The goal of UNICEF’s work in DPR Korea is to support the Government in enhancing self-sustaining national capacities so that all children in the country enjoy their rights for survival, development, protection and participation. UNICEF has been working in DPR Korea since 1985, particularly through projects in health, nutrition, water, sanitation and hygiene. The current country programme seeks to enhance the development of a national policy environment conducive for children through advocacy, increased technical support to key ministries, building strategic alliances with partners, and the adoption of innovative communication for development strategies.

How can you make a difference? 

Under the supervision of Chief of Operations, this position will manage the supply component of the country programme, concentrating on supply and contracts planning, overall coordination of procurement of goods, compliance checks, and emergency response preparedness in a context of tightening international sanctions and complex supply chains. In doing so, he/she will liaise with colleagues in UNICEF China CO, the Regional Office and Supply Division. The incumbent will be the focal point for offshore strategic and emergency orders.

Major responsibilities include

  • Manage the supply component of the Country Programme, including distribution of supplies to programme sites
  • Responsible for logistics/supply planning through coordination with programme sections. Provide technical advice on specifications of supply and logistics arrangements
  • Establish and maintain contacts with the Supply Division on supply, procurement and shipping policies. Interpret and advise on policies and procedures impacting offshore procurement and delivery
  • Conduct market research, and identify and recommend potential suppliers. Maintain data on and evaluate supply sources' overall performance such as competitive pricing, product quality and timely delivery. Assess supply operations and control mechanisms and advise on appropriate actions.
  • Oversee the overall preparation of appropriate documentation: Sales Orders, Purchase and Service Requisitions, Purchase Orders and Contracts, etc.
  • Establish and maintain a system of contacts with customs and immigration authorities at national ports of entry on the clearance of UNICEF supplies
  • Undertake field visits to programme sites and sub-offices, to monitor supply inputs and proposes actions on improving logistical procedures.
  • Ensure preparation of the VISION-generated supply status reports required for donor reports, budget reviews, programme analysis, annual reports, appeals, etc.

To qualify as an advocate for every child you will have…

  • An advanced university degree in Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial Law, International Development, Health or related social science field [*A first University Degree in a relevant field, combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.]
  • A minimum of five (5) years of relevant professional experience, at the national and international levels, in supply, logistics, procurement, contracting, administration and/or other directly-related technical field
  • Knowledge on pharmaceuticals management, quality control and drug regulation (B. Pharm qualification is desirable)
  • Knowledge of international shipment modalities and commercial terms (INCOTERMS)
  • Practical knowledge of handling transshipment bottlenecks (with freight forwarders and their agents)
  • Knowledge of UNICEF Supply Chain pipeline monitoring from Requisition to Container Monitoring (to and from Supply Division)
  • Knowledge on regulatory frameworks for the transportation of dangerous goods such as the IMO’s International Maritime Dangerous Goods Code
  • Practical knowledge on supply chain capacity development activities for partners
  • Developing country work experience and/or familiarity with emergency is an asset
  • Fluency in English is required. Knowledge of another official UN language, particularly Chinese, or the local language is an asset
