Background

Sustainable Renewable Energy Development Authority (SREDA) of Power Division, Ministry of Power Energy and Mineral Resources, GoB has been identified preliminary which will implement GEF-Funded Project titled “Promoting Low Carbon Urban Development in Bangladesh” in partnership with other key agencies of the government along with UNDP. The objective of the project is to reduce the annual growth rate of GHG emissions in the targeted cities through piloting low-carbon development interventions.

The proposed project preliminary targets the cities like Dhaka, Chittagong, Gazipur and Khulna for piloting initiatives towards low carbon development path by reducing GHG emissions generation. The project influences city government planners and decision makers to integrate and implement energy efficient street lighting, building bylaws, and effective solid waste management in collaboration with private sector in their city corporations development plans.

The project may comprise of the following components:

Component 1: Integrated low carbon urban development plans and /or programs

This component of the project will address insufficiency of regulatory framework and policies, and absence of a common platform at city level. It is comprised of a set of activities that will deliver outputs that will contribute to the realization of two outcomes: (1) Low carbon development initiatives are integrated at city level to reduce GHG emissions, which will be achieved through identified cost-effective waste-to-energy, energy efficiency and renewable energy interventions. (2) Buildings and public lighting in cities comply with existing energy efficiency standards. (3) Low Carbon Urban development integrated with national plans (e.g. next Five Year Plans and subsequent relevant sectoral action plans

Component 2:  Implementation of selected low carbon interventions in cities including piloting innovations

The outcome from the delivery of the activities will comprise increased investments in energy efficiency, renewable energy including waste-to-energy solutions in selected Cities. This component is intended to address effective management of waste through waste-to-energy technologies such as biomethanation and 4R (reducing, reusing, recycling, and recover), scale up of proven interventions such as energy efficiency in street lighting (LED/solar PV based lighting) in selected cities in collaboration with private sector (as part of available CSR funds) thereby increased investments in low carbon technologies.

Component 3: Sensitizing City Dwellers on Greening Efforts

This project component will comprise of activities that will address coordination issues when it comes to the implementation of BNBC and city corporation bylaws, and sensitise city dwellers and raise their awareness on greening city development. This component will also contribute to the mutual exchange of ideas, best practices, and policy discussion on urban development. Awareness raising activities are aimed at engaging both public and private participation including CSOs with action programme to achieve results such as (i) effective enforcement under citizen’s pressure through Urban Forum for cleaner and greener city development with better municipal service including waste management; (ii) greening public open space now grabbed by elites or occupied for other purpose, (iii) sensitizing workshops for wider stakeholders participation for concerted effort in waste minimization and waste-to-energy interventions, (iii) energy efficiency in public lighting and buildings, (iv) mobilization of resources including CSR for continued actions for sustainable cities engaging stakeholders along with NGOs/CSOs, (v) engage Urban Forum and series of events on knowledge sharing for informed decision that will attract both public and private sector investment in green low carbon city development.

OBJECTIVE:

The project’s objective is to reduce GHG emission by enabling investments in renewable energy, energy-efficiency and conservation and waste-to-energy applications to support urban development in Bangladesh. The objective of the GEF PPG is to develop the project concept into a full project: Promoting Low Carbon Urban Development in Bangladesh.

Duties and Responsibilities

SCOPE OF WORK:

The National Project Development Coordinator will help the Team Leader to design the Project, SRF, M&E Framework, Theory of Change, Impact Assessment, ProDoc and TPP of the Project in light with Project Document as per Government Format. S/He will conduct/arrange all the events of the project. The Project Development Coordinator & Translator will also provide administrative, logistical and translation support for the PPG Team.

Deliverables

1. Preparatory Technical Studies and Reviews (Component A): Prepare inputs and support the required analyses/studies, as agreed with the PPG Team Leader, including:

a). Prepare inputs for the baseline/situational analysis for the full-size project (FSP). This will include a precise definition of baseline projects, activities, budgets, goals and co-financial links to GEF outcomes; definition of GEF incremental value per outcome and output; and presentation of results of the incremental cost-analysis in matrices;

b). Support the Site identification of the project sites, with documentation of selection criteria;

c). Support the completion of any additional studies that are determined to be needed for the preparation of the ProDoc and all other final outputs.

2. Formulation of the ProDoc, CEO Endorsement Request and Mandatory and Project Specific Annexes (Component B): Prepare inputs and support the development of final PPG deliverables, as agreed with the PPG Team Leader.

3. Validation Workshop (Component C):

a. Contribute to the validation workshop; and

b. Support all necessary revisions that arise during the workshop, as appropriate.

Other Deliverables

  1. Based on the Project Initiation Plan support the PPG Team in driving project preparation forward in country including related to: studies; Logical Framework Analysis (LFA) workshop; detailed design of the project components and activities; stakeholder and project partner coordination meetings; project implementation and management arrangements; and UNDP-GEF Project Document (ProDoc) and GEF CEO Endorsement Request (CER) Document;
  2. Provision of Administrative Services, Project Documentation Management, Financial Management, Monitoring and reporting and Provision of Technical Support Services;
  3. Assist with preparation and implementation of official meetings and workshops including the LFA and validation workshop;
  4. As per directions from the PPG Team support the Team Leader (International Consultant) and other technical experts, government and key stakeholders with specific activities during project preparation;
  5. Support translations during consultations and provide/guidance on local protocols for field visits;
  6. Support and assist the communication and awareness raising for climate change mitigation and capacity building of key stakeholders through the project development phase through meetings and outreach materials;
  7. Support the development of a draft detailed work plan and the Key sections of the submission package and roles and responsibilities (templates to be provided) for the implementation phase of the project including clearly identified activities and entities responsible for their implementation;
  8. Support the monitoring and revision as required of the work plan;
  9. Preparation of progress reports accordingly to approve work plan.

SUPERVISION AND PERFORMANCE EVALUATION

The consultant will report directly to the Team Leader (International) and Programme Specialist of Environment Sustainability and Energy Cluster of UNDP. S/he will also work under the guidance of task manager in the team. S/he will also closely coordinate tasks with Country Office through other team members in the cluster and cluster nominated people and in the regional office at Bangkok. S/he will liaise on a day-to-day business with UNDP GEF Regional Technical Adviser based at Bangkok Regional Hub. S/he will also work closely with the other PPG team (national and international consultants) recruited by UNDP and the relevant stakeholders of the Government. S/he will keep UNDP informed of any issues that emerge during the PPG process which will likely affect the scope of the project design.

 TIMEFRAME AND DEADLINES

The assignment is for a total of 60 days over a period of around 09 months on intermittent basis from 01 April 2018 to 31st December 2018.

Timelines and milestones will be reflected in the inception note which will be prepared by the PPG team and reviewed jointly by UNDP and MoEF/MoPEMR.

SUPERVISION AND PERFORMANCE EVALUATION:

The consultant will report directly to the Team Leader and Programme Specialist—Environment Sustainability and Energy Cluster, UNDP, CO. S/he will also closely coordinate tasks with SREDA along with PMU support of SREPGen. His/her performance evaluation will be conducted by the supervisors.

TIMEFRAME AND DEADLINES:

The assignment is for a total of 60 days over a period of 09 months on intermittent basis from 01 April 2018 to 31st December 2018.

DOCUMENTS:

The Consultant will prepare and submit the above-mentioned documents during the assignment period.

INPUTS:

The Consultant will use his/her own personal equipment. Office space shall be provided by the employer if needed.

Travel and DSA:

No DSA will be paid at the duty station. If unforeseen travel outside the duty station not required by the Terms of Reference is requested by UNDP, and upon prior agreement/approval, such travel shall be UNDP’s expenses and the individual contractor shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

MANAGEMENT ARRANGEMENT

UNDP Bangladesh will lead the project development process and manage the GEF PPG budget in full consultation with the UNDP-GEF Technical Adviser and Ministry of Power, Energy and Mineral Resources (MoPEMR). The GEF PPG Atlas budget is presented in Section IV: Total Budget and Work Plan.

As appropriate, a Working Group will guide the GEF PPG team, and review and endorse the GEF PPG deliverables. The Working Group is responsible for ensuring that the deliverables outlined in this GEF PPG are completed on time and in line with UNDP and GEF requirements. The MoPEMR (May be represented by SREDA Chairman) will chair the Working Group. Working Group members may include but not limited to: UNDP CO, MoPEMR, SREDA, Planning Commission (General Economics Division & Physical Infrastructure Division), MoEF, DoE, Ministry of Housing and Public Works (MOHPW), Urban Development Directorate (UDD), Ministry of Industries, Local Government Engineering Dept. (LGED) etc.

The GEF PPG team will be composed of the following:

  1. International Project Development (Team Leader) Specialist, i.e. Climate Change Mitigation Project Development and Management Expert
  2. National Urban Dewvelopment Specialist cum Task Manager
  3. National Renewable Energy Specialist
  4. National Project Development Specialist
  5. National Specialist in Gender Analysis and Social and Environmental Safeguards

Required Skills and Experience

ACADEMIC QUALIFICATIONS           

Master’s degree or higher in a relevant field, such as Engineering, Development Studies/Planning, Social Science, Economics, Environmental Science or Relevant studies

EXPERIENCE

  1. Minimum 07 years of demonstrable experience in the technical area of proven experience in monitoring, research and coordination and Social screening;
  2. Clear understanding of M&E issues, LFA, SRF of UNDP/GEF and GoB as well;
  3. Skill and experience in designing similar types of urban or energy project;
  4. Fluency in written and spoken English and Bangla;
  5. Extensive experience with project development, implementation and management (direct project formulation and management experience is preferable);
  6. Previous successful experience in development and approval of the GEF project documents
  7. Previous engagement with government’s development planning process and ERD system will carry additional advantage.
  8. Knowledge of RE and policy issues;
  9. Must also have an excellent technical and planning background
  10. Preferred skills include project management, technical writing, capacity building, facilitation and project implementation
  11. Working experience in government, UN, private sector and development partner consultation and communication;
  12. Experience communicating effectively with a diversity of partners with leadership skills;
  13. Extensive experience in policy analysis, legislative analysis and institutional capacity building;
  14. Experience of managing project initiation/GEF PPG teams, and the capability to handle necessary logistics.
  15. Ability to produce concise, readable and analytical reports

Fluency of English and Bangla language is required;

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages-

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. Lodging, meals and transport cost for field visit related to this assignment will be paid by the project as per UN standard.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Evaluation Method and Criteria:

Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  1. Responsive/compliant/acceptable; and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum 70% mark in technical evaluation will be considered eligible for financial evaluation.

Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria 1 Years of demonstrable experience in the technical area of proven experience in monitoring, research and coordination and Social screening. - 20 Marks
  • Criteria 2 Experience in designing/redesigning of project proposal especially in developing M&E framework, Result Framework, LogFrame etc.25 Marks
  • Criteria 3 Extensive experience with project development, implementation and management (direct project formulation and management experience is preferable);Max 15 Marks
  • Criteria 4 Experience in developing similar GEF/UNDP/GoB Funded Project- Max 10 Marks

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:
