ORGANIZATIONAL CONTEXT

WFP’s greatest strength is its 14,000 dedicated people working tirelessly around the world to reduce hunger, often under difficult conditions where security threats and risks to personal safety are considerable. The global context in which WFP operates is rapidly changing which means the need for effective people management is becoming more important than ever before. In this context, WFP launched its People Strategy in November 2014. It articulates key strategic focus to build an engaged workforce, with the right skills, in the right roles enabling WFP to continue fulfilling its humanitarian response role while simultaneously building its capabilities to address the long-term goals of Zero Hunger.

JOB PURPOSE

Develop, gain support for, and implement the strategies needed to identify, attract, and acquire the best talent to meet WFP’s business needs.  The ideal candidate has a deep passion for workforce diversity; constantly thinks about how to introduce new methods and ideas for identifying and engaging top talent; and successfully enlists support from the business for talent attraction, networking and workforce diversity engagement initiatives. 

KEY ACCOUNTABILITIES (not all-inclusive)

  • Develop talent acquisition sourcing strategies by using new technologies, social media, software and networks, to meet global objectives and support WFP strategic goals.
  • Partner with managers to understand their specific functional needs and plan/implement solutions to meet these staffing needs
  • Articulate our employee value proposition, while enhancing visibility and reputation in key recruiting channels
  • Build partnerships, develop and maintain strong relationships that include outreach to schools, institutions of higher learning, target diversity organizations, professional associations and other recruiting sources to ensure sourcing produces a strong talent pipeline
  • Increase the quality of applicant flow, including both internal and external, passive and active applicants
  • Identify the most relevant global conferences and events to target candidates, and plan activities accordingly.
  • Handle full cycle recruitment for some positions in the organization, particularly those that have challenges with diverse talent pools.
  • Lead and motivate supervised staff, monitoring performance, providing coaching, training and guidance to ensure appropriate development and enable high performance.
  • Monitor the accurate and compliant recording of data; coordinate and prepare timely corporate statistics, reports and conduct analysis, identifying trends and potential issues, and proposing solutions to stakeholders.
  • Stay up-to-date on new media tools, best practices, and how the talent acquisition team can best leverage these recruiting/networking tools.
  • Maintain and share knowledge of best practices, and support the development and implementation of new/improved procedures with global HR team members
  • Other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Language:

Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

Education:

  • Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field.

Experience:

  • Five or more years of postgraduate professional experience in the field of Talent Acquisition, of which at least 3 at international level. Experience working as part of a multicultural and diverse team, and/or leading one.
  • Demonstrated success developing and deploying creative, effective candidate pipeline development methodologies and effective outreach strategies.
  • Structured and lead multiple talent projects simultaneously to successful completion.
  • Experienced recruiter, with experience in direct sourcing and qualification of candidates.

Knowledge & Skills:

  • Strong knowledge of Applicant Tracking Systems, technology, and sourcing tools.  Experience with SAP recruitment platforms is highly desirable.
  • Ability to leverage social media to connect with diverse communities to brand and market jobs.
  • Sound theoretical understanding of HR concepts and principles with a broad knowledge of best practices, techniques and processes.
  • Good communication skills with the ability to persuade, influence and adapt communication style to different situations and individuals.
  • Knowledge of common business principles and processes and the ability to quickly assimilate UN/WFP specific processes and systems.
  • Ability to build and maintain effective work relationships with human resources counterparts, managers and staff within HQ/regional/country office.
  • Ability to work both independently and as part of a team.
  • Ability to establish priorities, and to plan, coordinate and monitor own work plan and those under his/her supervision. Ability to draft clear concise reports or rationale for human resources decisions.
