Danish Refugee Council is currently looking for a highly qualified CDRS Coordinator for their Sudan operation.

 

About the job

The CDRS Coordinator has the overall responsibility for guiding, coordinating and ensuring quality in DRC Sudan CDRS activities.

The position will have day-to-day responsibility for the successful implementation and development of existing CDRS programming across the operation; capacity building and technical oversight of programme staff;  programme development; developing related DRC Sudan strategies; analysis of data (quantitative and qualitative) and reporting; and coordination with other DRC departments.

 

Your main duties and responsibilities will be:

Programme development

  • Develop DRC’s CDRS and Social Cohesion Strategies, and associated SOPs, in Sudan and provide technical assistance to roll them out, in coordination with the Global Specialist Leads;
  • Identify gaps and opportunities for further programming, design and support needs assessments and gap analyses, and contribute to proposals and other programme development initiatives. 
  • Ensure that risk analyses are in place and constantly updated in the area of responsibility including implementation of mitigation measures.
  • Work closely with team to support the development of accountability activities, ensuring compliance with CHS.

 

 Project Management and Implementation:

  • Contribute to and coordinate the design, implementation and evaluation of CDRS and Social Cohesion related programming to secure follow on or expansion funding as per identified needs
  • Undertake field/onsite visits to monitor the quality of activities implementation and provide technical advice to field project staff as necessary
  • Support DRC offices in strengthening information management, including standardized databases for implementation tracking and monitoring purposes.
  • Oversee daily activities, implementation and budget expenditure of CDRS and Social Cohesion activities in accordance with agreed work plans.
  • Lead on the development of CDRS and Social Cohesion proposals and provide technical inputs as required
  • Support field teams to implement good quality programming
  • Coordination of multi-location CDRS and Social Cohesion projects
  • Support donor reporting by providing accurate and timely input on relevant activities and provide briefings for donors and stakeholders as needed
  • Identify and advocate opportunities to mainstream protection in activities in coordination with Protection Advisor.
  • Develop protocols and guidelines for CDRS and Social Cohesion activities and mainstreaming and train/coach staff to understand and implement.


    Finance, Procurement and Administration

  • Follow up and monitor CDRS and Social Cohesion budgets;
  • Review and authorise programme financial documents, including reviewing vouchers and supporting documentation in line with IDRA;
  • Ensure familiarity with DRC’s Operational Handbook;

  • Monitoring, Evaluation & Learning

  • Monitor needs in project sites on a regular basis in alignment with project requirements.
  • Collaborate with M&E team to ensure monitoring activities gather appropriate and accurate data on CDRS and Social Cohesion outcomes;
  • Develop internal learning and appropriate program adjustments due to new opportunities/challenges;
  • Ensure and strengthen regular, harmonized and qualitative reporting

  • Team Management & Capacity Building

  • Provide training, coaching, guidance and technical support to programme staff, ensuring clarity over programme plans and priorities and encouraging effective teamwork
  • Lead on building staff and partners capacity on CDRS and Social Cohesion programming best practice
  •  Participate in the staff recruitment process, new staff on-boarding and induction process, capacity building, and performance appraisal of CDRS and Social Cohesion staff


    Coordination & Representation

  • Support Area Managers and Head of Programmes in identifying partnership opportunities and liaising with local partners concerning CDRS and Social Cohesion activities and implementation;
  • In consultation with HoP and CD, engage with other actors, donors, UN, and civil authorities on CDRS and Social Cohesion issues including Durable Solutions and the Humanitarian/Development Nexus;
  • In consultation with HoP, coordinate with national, local and international actors and participate in working groups and other sector meetings on CDRS and Social Cohesion related issues;
  • Stay abreast of developments in Sudan and provide timely analysis on key issues on a regular basis.

     

    Additional Duties:

  • Any other duties related to the nature of the job as directed as agreed by the Head of Programmes/Country Director.
  • Represent DRC at national working groups on CDRS and Social Cohesion, and other fora as required;
  • Support in strengthening the liaison with key stakeholders in the CDRS and Social Cohesion sector;
  • Support in harmonisation of approaches in CDRS and Social Cohesion programming across field sites;

Moreover, we also expect the following:

Required

  • University degree or higher education in law, social sciences, or related field
  • At least 3 years of proven international experience in delivering CDRS and/or Social Cohesion programming
  • Solid substantive knowledge of Community based/driven approaches, standards and guidelines Ability to communicate key concepts and messages in clear, contextualised and practical terms
  • Excellent analysis and writing skills with computer literacy
  • Ability to develop and operationalize a strategy, based on a strong analysis
  • Effective verbal and written communication, multi-tasking, organizational, and prioritization skills
  • Full professional proficiency in English
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required.
  • Ability to navigate complex situations with diplomacy
  • Effectively engages and communicates with communities in a responsible manner and is aware of AAP principles
  • Demonstrated experience and ability to professionally and appropriately represent the organization and negotiate and defend DRC’s interests with a diverse range of government officials, local organizations and other groups.
  • Skills in Project Cycle Management and sound project management skills, including creating work plans, budgeting and delegation of responsibilities: Is able to set clear milestones, organise work and monitor progress in a dynamic and quick paced environment

     

    Desirable

  • Knowledge of Arabic is an advantage.
  • Ability to work closely with a diverse team of individuals in a highly intense and fluid environment: Cultural sensitivity and respectful of local contexts
  • Proven experience in providing technical guidance and training including development of training materials

 

We offer

Contract:  24 months, with possibility of extension (subject to funding)

Starting Date: April/May 2018

Level: A16

Duty station: Garsila, Sudan – with frequent travel to other DRC offices in Sudan.

This is an unaccompanied position. Garsila is a non-family duty station with R&R
