Background:

Christian Aid (CA) is an International Development and Humanitarian organization working over 70 years across the world. Christian Aid insists the world can and must be swiftly changed to one where everyone can live a full life, free from poverty. We provide urgent, practical and effective assistance where need is great, tackling the effects of poverty as well as its root causes. CA has presence in South Asia since 1960 supporting local partners on addressing issues of tackling poverty and providing support during disasters.

Since violence broke out in Myanmar’s northern Rakhine state last month, an estimated of 507,000 people have crossed the border into Bangladesh as of October 2, 2017 resulting in an increasingly chaotic, unpredictable condition and humanitarian emergency. The new arrivals brought little with them and are dependent on humanitarian assistance for food and other lifesaving basic needs. The makeshift settlements and refugee camps are expanding significantly and are scrambling for food, clean drinking water, health service, latrines, bathing space and hygiene material.

Purpose of the assignment

The consultant will be responsible for managing a three-member consortium led by Christian Aid to roll out a comprehensive accountability system in Jamtoli and advocating for improved humanitarian accountability across the entire Rohingya response in the Cox’s Bazar area. The consultant will also provide technical guidance across all of Christian Aid’s Rohingya response, ensuring adherence to Core Humanitarian Standards (CHS). The consultant will also lead on engagement with relevant clusters and provide technical guidance to ensure the accountability systems link with protection, PSEA and other sectors, and to mainstream advocacy. The role will have a significant focus on the Core Humanitarian Standards four (rights) and five (complaint mechanisms), while feeding into one (appropriateness) and seven (learning). The incumbent will be managing 2-3 partner organisations.

Key Outcomes

· Manage the production of accountability related reports and advocacy across the humanitarian response to better foreground the voices of affected populations.

· Manage the roll out and operation of a camp-wide, multi-sectoral and integrated accountability system in Jamtoli camp, in addition to mainstreaming accountability across all of CAID’s response, ensuring CAID’s adherence to CHS.

· Ensure effective coordination and influencing with other humanitarian responders, including representing CAID at coordination meetings and other mechanisms.

· Support resource mobilisation specific to accountability, including potential expansion beyond Jamtoli camp, and provide technical inputs for CAID’s other resource mobilisation efforts.

· Lessons and processes are effectively documented and disseminated to ensure institutional learning within CAID, as well as for advocacy and influencing efforts across the broader Rohingya refugee response.

· Support the capacity development of CAID staff and partners in relation to accountability and other related areas.

· Be the CAID office focal point and technical adviser for accountability, CHS and related issues, such as PSEA and protection.

Education & Experience Requirements

· Bachelor degree in social sciences or related field

· Knowledge of and experience in communicating with communities, including specific experience focused on accountability

· Clear understanding of the Core Humanitarian Standards

· Demonstrated gender awareness and sensitivity

· Staff management experience

· Five years experience working with an NGO and/or INGO

· Advanced understanding of humanitarian standards and principles

· Strong communication skills across ethnicities and gender

· Demonstrated understanding of and commitment to gender equality

· Nuanced communications skills appropriate for communicating with communities and diverse stakeholders is fundamental to the success of this role, including navigating complex dynamics, yet also advocating for systemic changes.

· The position requires extensive consultation with relevant stakeholders, particularly communities, partner organisations, humanitarian responders, UN agencies and relevant authorities. Consultation must focus on giving primacy to the voices and concerns of affected populations.

· The position demands sensitivity and discretion, due to handling of sensitive information and dealing with sensitive issues on a regular basis
