Organizational Context


UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. Its mission is to promote and accelerate inclusive and sustainable industrial development (ISID) in developing countries and economies in transition. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the recently adopted 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDOs mandate in SDG-9, calls for the need to "Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation". Accordingly, the Organizations programmatic focus is structured in three thematic priorities: * Creating shared prosperity * Advancing economic competitiveness * Safeguarding the environment. UNIDO delivers its services through the following four complementary and mutually supportive core functions: (a) technical cooperation activities; (b) analytical and policy advisory services; (c ) standard- setting and compliance and (d) convening and partnership role. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.


This position is located in the Buildings Management Services Division (CMO/OSS/BMS).

As part of the common services, on behalf of and financed by the VIC Based Organizations (VBOs), BMS on behalf of UNIDO is responsible for ensuring the safe and reliable operation, maintenance and repair of the Vienna International Centre (VIC) buildings and associated installations according to the local building codes and standards, and according to the VIC operating license conditions. To this extent BMS carries out the following functions:

- Develop and propose policies and improvements for efficient, effective and safe buildings management and operations for consideration by the Managing Director, taking into account best practices and standards; promote and proactively implement these policies and standards;
- Manage and administer the operation, maintenance and repair of the grounds, buildings and related installations and equipment of the VIC complex on behalf of, and in close consultation with, the VBOs under the terms of the Memorandum of Understanding on Common Services;
- Provide efficient, effective and quality services to the VBOs for all Buildings Management activities;
- Manage the projects financed by the Common Fund for Major Repairs and Replacements at the VIC on behalf of the VBOs and the Government of Austria;
- Take measures to meet strict requirements in respect of waste disposal, and bacteriological and chemical control of the water and air in the buildings;
- Provide the required support to the catering operations of the VIC;
- Reply to audit observations and ensure the timely implementation of agreed upon recommendations;
- Cooperate with relevant bodies with a view to harmonizing and exchanging information.

The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, in the country as well as in the region and in headquarters.

Staff -members are subject to the authority of the Director General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization

Main Functions



As supervisor and technical leader of the Engineering Project Management Group, the incumbent is responsible for the efficient implementation of all the Major Repair and Replacement Fund (MRRF) and cost shared projects, as well as for the planning and management of the most complex multidisciplinary engineering projects in the VIC. Maintains operations by enforcing project and operational policies and procedures. Furthermore, the incumbent is responsible for providing expert advice and engineering information to the Chief of BMS on all technical matters and for the management of the cleaning contract for the VIC. Complies with local legal requirements by studying existing and new legislation; anticipates future legislation; enforces adherence to requirements; advises management on needed actions.

- Managerial Functions:

Develop the yearly work plan of the Group including milestones, goals, and priorities. Assign roles of project coordinator, technical expert, and onsite expert to Engineering Project Management Group staff based on expertise required, current and future workload, and staff availability. Set milestones and deadlines for the project implementation. Provide technical guidance to staff, monitor and regularly provide feedback on quality of work performed, and appraise work performance, and identify skill development and training opportunities. Promote collaboration, teamwork and communication within and outside the Team as well as a result oriented approach. Contributes to team effort by accomplishing related results as needed.

- Technical Leader Functions:

Plan and monitor implementation of all MRRF and cost shared projects in BMS. Determine project costs by calculating labour, material, and related costs; analyse photographs, drawings and maps to inform the direction of projects as well as the overall budget constraints. Assume full responsibility for the efficient implementation of projects, ensure project feasibility through continual evaluation of structural integrity and design practicality, forecast design and construction time frames and inspect project sites to ensure they meet relevant codes and are progressing properly. Ensure that projects are concluded as planned, fulfil the standards of quality expected in the VIC, and remain within the allocated budget. Ensure that projects comply with legal requirements, especially health and safety, and assesses the sustainability and environmental impact of projects.

Review all project proposals, cost estimates and project prioritization, and present and negotiate proposals with Permanent Technical Working Group (PTWG) and MRRF Joint Committee (JC) or Infrastructure Committee (IC). Closely monitor the preparation of the Terms of Reference to avoid delays in the procurement process due to errors or omissions, perform and adjust quantity calculations for practical and budgetary purposes. Review the technical evaluation of bidding companies.

Follow closely the progress of all projects. In case of major deviations to the agreed plan, take corrective actions and assist in the discussion with contractors. Ensure that work performed by external companies is regularly controlled. Oversee the project hand over and ensure that final Invoices fully comply with the contractually agreed work and avoid costly delays in the release of payments

Plan, manage and implement the most complex multidisciplinary engineering projects in the VIC. Responsible for the development of cost estimates, terms of reference, technical evaluation of companies, monitoring of progress, project hand over and payment.

Provide technical expertise in meetings with VBOs as well as Austrian authorities, and advice to the Chief of BMS on all technical matters. Lead the redesign of the engineering project management process, and promote the development of long term agreements for maintenance and repair services. Communicate with team members as well as customers and vendors to ensure maximum cohesion and fluidity on projects.

Keep abreast of latest technologies, norms, standards and regulations and ensure that work carried out is in accordance with the prevailing engineering, environmental, quality and safety standards and norms.

Perform other related duties and assignments as required by the Chief of BMS or Director of the Department.

Minimum Requirements



Education

Advanced university degree (Master’s) in Civil Engineering (e.g. HVAC, Electrical or Electronical Engineering)


Languages

Field of Expertise

- Minimum seven years of increasingly responsible experience in the planning and management of large, multi-disciplinary engineering projects.
- Experience in leading a team of highly skilled technical staff.
- Knowledge of all the different technical areas in buildings management (HVAC, Electrical, Cooling, Mechatronic, Electronics, Telecommunication, Plumbing, Metal Work etc.).
- Knowledge of relevant International standards, norms and legislation; knowledge of Austrian legislation, norms and standards is an asset.
- Ability to think methodically, manage projects and maintain an overview of entire projects while continuing to attend to detailed technicalities.
- Ability to work to deadlines and within budgets.
- Excellent verbal and written communication skills.
