Position: Volunteer technical advisor in monitoring-evaluation and strengthening of organisational capacities

Countries: One or several countries from the following: Peru, Colombia, Honduras, Guatemala, Ivory Coast

Duration: Short-term (2 to 8 weeks)

Conditions: The mandates are of a voluntary nature. All costs related to the assignment (food, housing, insurance, airplane tickets) are covered by the program. The mandate is unaccompanied. The costs related to the company of a spouse or kids are not covered. The volunteers must participate in pre-departure training and preparation sessions.

Context

The Project « Protection of children, women and other vulnerable communities » (PRODEF) is implemented by a Consortium composed of Lawyers Without Borders Canada (LWBC) and the International bureau for children’s rights (IBCR) within the framework of the Voluntary cooperation program financed by Global Affairs Canada. It aims to improve the protection of rights of children, women, poor and marginalized communities as well as strengthening democracy and the rule of law through access to justice.
As part of the Project, volunteers are deployed to support and help strengthen the capacity of local partners, mainly civil society organizations working in the field of human rights.

Security

The security of the volunteers and other collaborators is the main concern of LWBC and its partners. Several measures and security protocols are applied by the local personnel, the expatriates, the volunteers and the personnel involved in short-term missions.

The selected candidates will be formed on safety and will have to commit to the respect of the different measures and protocols. Because the activities are executed only if there are sufficient guarantees and if the conditions are optimal, the Consortium can postpone or annul the deployment of the selected volunteers, particularly on security grounds.

Position description
The volunteer technical advisor in monitoring-evaluation and strengthening of organisational capacities is called upon to work in collaboration with Lawyers without Borders Canada’s team and partners.

More practically, the volunteer can be required to complete the following tasks:

  •  Participate in data collection through inquiries, semi-structured interviews, workshops and group discussions;
  •  Contribute to the elaboration, making and monitoring of the impact evaluation and of the organisational assessment;
  •  Contribute to the development of tools intended to measure the mid- and long-term results of volunteer legal advisors’ work;
  •  Carry out research, analysis and summaries for the development of tools and the collection of data;
  •  Contribute to the analysis, interpretation and summary of the data collected;
  •  Document the lessons learned and achievements, and make recommendations;
  •  Write explanatory notes facilitating the use of the monitoring-evaluation and data collection tools developed.

Qualifications

  •  University education in a relevant field (management, law, administration, political science, international development, social sciences, etc.), a specialisation in monitoring and evaluation or an equivalent combination of studies, professional training and experience;
  • Good understanding of results-based management tools;
  • Experience in planning, interactive workshops, data collection and analysis, as well as in interpretation and preparation of recommendations;
  •  Training in project monitoring and evaluation or knowledge in the field of monitoring, evaluation and learning;
  •  Good knowledge and experience in conception, elaboration, writing and presentation of projects;
  •  Fluency in spoken and written French and Spanish;
  •  Strong interest in community engagement, sense of international solidarity, agreement with LWBC’s values, Charter and mission;
  •  Strong ability to work as a member of a team in a multidisciplinary context, interpersonal skills and intelligence;
  •  Excellent organizational skills, initiative, rigour and resourcefulness. Ability to work with a high degree of autonomy, to work flexible hours – sometimes under pressure;
  •  Basic computer skills (Word, Excel, Outlook);
  •  Must be eligible to work in Canada;
  •  Must be willing to work and travel abroad.

Assets

  •  Previous experience in similar functions;
  •  Previous experience with communities or vulnerable groups;
  •  Knowledge of the social, economic and legal contexts in developing countries or those in post conflict situations;
  •  Previous work or cooperation experience in a fragile state or in a developing country or country affected by conflict.

Eligibility requirements

  •  Be a Canadian citizen or permanent resident;
  • Be covered by the health care insurance plan provided by a province or by a private plan;
  • Be available to attend a pre-departure training session.
