Background

A fundamental government responsibility is providing information and services aimed at improving the social and economic welfare of its citizens. During the first phase of the commonly known as Access to Information (A2I) programme, fundamental progress was made in improving access to public services through electronic means. However, it is critical to expand the breadth and width of such simplified services and improve the service delivery model to counter the impact of widespread outdated manual processes, resistance to change by civil service staff and a lack of transparency that still frustrates citizens in their attempts to avail of government information and services.
 
The objective of the project is to increase transparency, improve governance, and reduce the time, difficulty and costs of obtaining government services for under-served communities of Bangladesh. This is to be achieved by the following 4 components of the project: 
 
Component 1: Strengthening existing e-services and launching a second generation of integrated, inter-operable e-government applications; (e-Service)
 
Component 2: Sensitizing government officials, training for service providers and expanding digital literacy among the general public; (Capacity and Awareness)
 
Component 3: Forging strong policy and strategy links to ensure implementation of needed legal and regulatory changes in support of the project; (Enabling Environment) and 
 
Component 4: Promoting innovation in the delivery of e-services. (Innovation)
 
‘Access to Information (A2I) Programme-II’ is looking to recruit a Programme Associate who will supervise clerical and support staff of Operation Unit. The Programme Associate will work in close collaboration with the operations, and projects’ staff in the project and with UNDP Country Office staff for resolving programme & operation related issues and information exchange.
 
The project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by PMO and Cabinet Division.
 
 

Duties and Responsibilities

The Incumbant will work under the direct Supervision of Admin Specialist.
 
Summary of Key Functions
 
  • Support implementation of planned project activities;
  • Provide accounting and administrative support to the project 
  • Provide financial management support to project.
  • Function as an effective member of the admin team of the project 
  • Perform other related duties and responsibilities as and when required assigned by project management 
 
Duties and Responsibilities 
 
Support implementation of planned project activities
  • Assist admin specialist to prepare the annual work plan of the project and contribute to prepare quarterly, annual and other relevant reports;
  • Support to organize workshops, meetings and seminar as per needs of the project;
  • Monitor day to day project activities according to the plan.
 
Provide accounting and administrative support to the project 
  • Proper control of the supporting documents for payments and financial reports for NEX Fund; preparation of all types of vouchers; Pay Cycle and payments execution.
  • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded
  • Timely accounts closure
  • Timely VAT and IT reimbursements when applicable
  • Collection of information on assets management, maintenance of records and files on assets management.
  • Maintenance of files and records relevant to office maintenance. 
 
Provide Financial Management Support to project team
  • Review of the Financial Reports and regular monitoring of financial performance;
  • Regular updates on the disbursement status to project management;
  • Preparation of non-PO vouchers;
  • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas;
  • Timely corrective actions on un-posted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers;
  • Creation of requisitions/register of goods receipt in Atlas or creation of Vendors/Purchase Orders (depending on the roles assigned in Atlas);
  • Budget check for requisitions, POs and vouchers;
  • Timely payment for services and goods rendered.
Perform other related duties and responsibilities as and when required assigned by project management
  • Development and maintenance of the project filing system;
  • Organization of trainings for the operations/ projects staff;
  • Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience

Education:
 
At least graduate Business Administration/ Commerce / Accounting or related discipline. 
 
Experience:
 
  • 5 or more years of progressively responsible experience in the related field in national or international organization. 
  • Practical Know-how of Progress & Financial Reports preparation and presentation
  • Experience in the usage of computers and accounting software packages (MS Word, Excel, E-mails etc) and experience in handling of web based management systems.
 
Language Requirements:
 
Fluency in written and spoken English and Bangla
