STANDARD MINIMUM QUALIFICATIONS
Education:
Advanced University degree in Business Administration, Finance, Economics, Social Science or other relevant field, or University degree and/or equivalent with emphasis in one or more of the following disciplines: Business Administration, Finance, Economics or other relevant field.
Experience:
- At least 3 years of progressively responsible experience, of which at least two years closely related to programme functions, practical experiences on reporting and financial reconciliation.
- Has contributed to the development of operational or office related budgets.
- Has contributed to the production of planning/budgetary reports or other analytical reports to support decision making.
- Has demonstrated a broad understanding of WFP’s financial architecture and how it supports implementation of operations.
Language:
- Fluency in both oral and written communication in English and Bangla.
ORGANIZATIONAL CONTEXT
They are heavily involved in day–to-day activities, analytical work and provide advice on complex issues related to resource management effectively.
JOB PURPOSE
To deliver budget and resource analysis and programming activities and/or provide support, partnering with managers to apply best practice approaches that support the efficient, effective and compliant utilisation of funds
KEY ACCOUNTABILITIES (not all-inclusive)
Under the overall supervision of Budget and Programming Officer, the incumbent will perform the followings -
- Serve as the focal points for maintaining and updating NGO partnership database in consultation with the programme
- Have close interaction with Programme/Project personnel to share information and knowledge and provide proactive support and follow-up in building and maintaining effective Cooperating partner relations;
- Assist respective programme in preparing the Field Level Agreement (FLA) as aligned with the corporate policy and procedure;
- Compare proposed and previous fiscal year budget to verify and cross check the reasoning;
- Assist in developing or updating the Standard Operating Procedure (SOP) for partnership management (e.g. partner selection, payment procedure etc.)
- Assist in coordinating and conducting the performance assessment of NGOs. This includes different tools development.
- Assist to Co-ordinate to organize Local FLA Taskforce Committee meeting, take notes, draft NFR and obtain approval from the Country Director.
- Assist in basic analysis of fund and grant balance and to support maximum fund utilization and decision making process
- Assist in preparing and updating donor financial report
- Ensure that the donor database information is current and accurate.
- Compile data and provide basic analysis, maintain accurate records and files and assist to prepare periodic and ad-hoc reports for further review, to support accuracy and efficiency of information presented to internal and external stakeholders
- Support the preparation of Annual Country Reports (SPRs) for the Annual Reporting Exercise and Annual report related to resource.
- Serve as the focal points for creating and taking approval for the Service Outlines agreement (SOA) and Purchase Orders (PO) in WINGS for all the local partners
- Monitor and analyze the timely payment to NGOs based on the WINGS information
- Enter and validate FLA and distribution related information in COMET
