Background

The Project “Supporting Developing Countries to Integrate Agriculture Sectors into National Adaptation Plans (NAP-Ag)” is Directly implemented by UNDP and FAO in Uganda and 11 other countries. The project's goal is to integrate climate change concerns related to agriculture-based livelihoods within existing national planning and budgeting processes of the selected countries. The integration of adaptation options in planning frameworks and budgets is expected to contribute to:

  • Enhancement of institutional capacities and processes for operationalizing climate response strategies in the agricultural sector;
  • More strategic allocations of national budgets earmarked for adaptation investments;
  • Capturing of lessons and relevant information on good practices to inform other sectors on integrating adaptation needs into national planning and budgeting;
  • Sharing and increased learning from the lessons and experiences from the other 7 countries where similar interventions are being implemented.  

The Uganda component of the three-year program is supported by the German Federal Ministry of the Environment’s (BMUB) and International Climate Initiative (IKI); with USD$700,000 earmarked to support interventions. This project responds to UNFCCC conclusions that invited UN organizations, specialized agencies, and bilateral organizations to enhance financial and technical support to the NAP process for developing countries. Through the NAP-Ag project, FAO and UNDP have technically supported the Government of Uganda, through MAAIF, to build capacity for climate change adaptation Planning in the Agriculture Sector.

The NAP-Ag process in Uganda has built on previous government responses to climate challenges, such as the NAPAs in 2007, and has ultimately developed a NAP-Ag Framework; - a framework that guides medium to long term climate change adaptation in the agriculture sector.  The process of implementing the NAP-Ag project and developing the NAP-Ag framework has generated lessons and good planning practices that should be captured, entailed and shared to inform the overall NAP process as well as that of other sectors. Results of this consultancy shall also contribute to Outcome 4 of the NAP-Ag project – “Advocacy and knowledge-sharing on NAPs promoted”.

Objective: To document the NAP-Ag process, capture the lessons learned and the good practices to inform the overall national and other sectoral climate change adaptation planning processes.

Duties and Responsibilities

This consultancy is designed to generate information that shall be used to inform the overall and other sectoral NAPs processes.

Scope of work:

UNDP Uganda is seeking the services of a National consultant to carry out the following assignments:

  • Document the tools used through the NAP-Ag Project and the NAP-Ag framework formulation process, distill & document the lessons learned, as well as the good practices, and draw inferences to inform the overall and other sectoral NAP processes.
  • Review the various sub-sectoral studies undertaken under NAP-Ag project, document the most feasible gender-sensitive adaptation options and draw recommendations for their upscaling.

Tasks of the Assignment:

  • Prepare an inception report detailing the methodology/approach to be used and activity plan;
  • Review relevant NAP-Ag activity reports and map the stakeholders / institutions involved, and their respective roles and responsibilities;
  • Engage the stakeholders and institutions that participated in NAP-Ag framework formulation process, distill the good practices and lessons learned and document them. Draw inferences to inform overall national and other sectoral adaptation planning processes;
  • Review the reports produced under NAP-Ag project, identify and document the most feasible adaptation practices and tools.
  • Generate recommendations and guidelines for upscaling / enhancing adoption of best practices, taking care to highlight issues of policy concern.
  • Develop fact sheets (including 1 newspaper article for publication) for information sharing amongst various stakeholders involved in climate change adaptation in the agriculture sector;
  • Contribute to the adaptation overview case study for Uganda led by the global NAP-Ag knowledge management specialist

Deliverables:

  • An inception report explaining the approaches, schedules of the detailed activities and expected time of delivery of the assignment;
  • A report on the tools and capacity development undertaken through the NAP Ag and how they contributed to the NAP-Ag framework
  • A report documenting the NAP-Ag framework formulation process, specifying the stakeholders / institutions involved and their roles and responsibilities;
  • A report on the documented lessons learned, good practices and their implication to the overall national adaptation planning; The report should include recommendations / guidelines for upscaling the best practices.
  • Fact sheets, newspaper article and documented report on the most feasible adaptation practices per sub-sector.

Competencies

  • Ability to deliver high quality results on time;
  • Good communication, organizational and stakeholder engagement skills, with demonstrated evidence of capacity to produce and present good reports;
  • Analytic capacity and demonstrated ability to process, analyses and synthesize complex, technical information from different disciplines;
  • Ability to draft concise and informative documentation in English, including ability to analyze complex information and draw out the key points and issues and present them in a way that can be easily understood by a range of users.

Required Skills and Experience

Education:

  • At least a Master’s Degree in Agriculture, Rural development, Environment studies, Natural Resource Management or related field with a bias in community development, and from a recognized and reputable institution.

 Experience:

  • Demonstrated record of rural appraisals and documentation,
  • At least five (5) years of experience in relevant fields, especially climate change and agriculture;
  • Demonstrated experience of working with government agencies and communities will be an added advantage; particularly Uganda agriculture sector systems including extension and Climate Change Policy of Uganda;
  • Demonstrated analytical, communication and report writing skills.

Language:

  • Fluency in both written and spoken English.

Evaluation Criteria

Individual consultants will be evaluated based on the following methodology: Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications, technical and financial proposal.

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. Technical Criteria weight; [70%]Financial Criteria weight; [30%].

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technical Criteria – Maximum 70 points:

  • Relevance of education – 10 Points;
  • Language skills – 5 Points;
  • Knowledge of the area of work and expectation from the activities being covered-15 points;
  • Relevance of professional experience in conducting assignments of similar nature and scope especially in the area of agriculture- 25 points;
  • Experience in writing/publication- 15 points.

Financial proposal (Maximum 30 points): appropriateness shall be computed as a ratio of the proposal’s offer to the lowest price among the proposals received by UNDP.

Financial assessment: A lump sum amount approach shall be used with the following expectations:

  • The lump sum amount must be “all-inclusive”;
  • The contract price is fixed regardless of changes in the cost of components;
  • For duty travels, UN’s Daily Subsistence Allowance (DSA) rates prevailing at the time of sourcing, for the duty station and all other cities indicated in the TOR as part of duty travel destinations will be used.  This will give offerors an indication of the cost of living in a duty station/destination, to aid their determination of the appropriate fees and financial proposal amount, but it does not imply that Offerors are entitled to DSA payment.

Working Arrangements;

The consultant shall work closely with and under the supervision of the Team Leader Environment, Climate and Disaster Resilience Unit at UNDP and technical validation of deliverables shall be done by Permanent Secretary, Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) through the Climate Change Task force. S(he) will consult with relevant stakeholders and will report to the UNDP Country Director on all contractual obligations.

The consultant should accomplish the task preferably by closely linking up with the relevant government teams and CSOs to generate data and draw inferences from the up-scaling initiatives.

Duration of the Work:

The assignment is to be accomplished within 25 days spread over a period of 2.5 months.
