Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels signifi cant financial resources into developing countries to help build low -emission and climate -resilient societies. It is country -driven and undertakes actions which reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has mobilized 10.3 billion USD, accredited59 entities to channel its resources and approved 53 funding proposals. In addition, it has built up an extensive prog ram to support developing countries identify their needs, in particular those who are most vulnerable to climate change impacts. The GCF’s diverse workforce is advancing its mission from its headquarters in South Korea. Position description

The Legal Counsel or Senior Counsel will be part of the Office of the General Counsel, leading legal support to the GCF on operational matters, specifically on the drafting, reviewing and negotiating of financing agreemen ts; conducting legal due diligence in connection with funding proposals; and preparing legal advice on the interpretation of statutes, contracts and other legal documents.

Duties and responsibilities

• Coordinate and lead the management of the portfolio of arrangements the GCF has with third parties for the funding of climate change projects;

• Lead the review of funding proposals and legal documents required by the GCF for its operations, and ensure they are coherent with best practice and the legal framework of the GCF;

• Conduct and review due diligence in connection with the proposed funding structures; • Lead the drafting and negotiation of legal arrangements with accredited entities; • Lead the drafting, reviewing and negotiation of financing agreements and other legal docu ments required

by the GCF for its operations;

• Lead the drafting and reviewing of operational policies and procedures required by the GCF for its operations;

• Participate in and provide organisational support for the GCF’s Board meetings and other events an d

meetings of the GCF. This may include assisting in the preparation of relevant documentation, taking

minutes, preparing summaries of discussions, and providing drafting support;

• Draft and prepare internal and external written correspondence in English;

• Keep abreast of developments in the legal field especially in relation to the financing and management of

projects by international institutions, and lead the dissemination of such relevant knowledge to the legal

team;

• Develop the capabilities of the Off ice of the General Counsel by, for example, disseminating key

developments in legal topics or undertaking training for other members of the legal team;

• Developing and leading the Office of General Counsel’s relationship with external counsel on finance

transactions; and

• Perform additional tasks as assigned by the General Counsel.

Expected experience and qualifications*

Candidates will be expected to demonstrate the following experience and qualifications:

• Juris Doctor, LLB, or equivalent law degree (a higher degree in law is an advantage) ;

• Qualification to practice law in at least one jurisdiction;

• Relevant work experience practicing law in cross -border transactions involving debt and/or equity with a

well-recognised law firm and/or an international financial institution and/or development institution, for at

least 11 years

• Experience working on novel areas of law, or innovative and/or complex financial transactions is an

advantage;

• Experience liaising with, and advising, senior members of management;

• Experience coordinating and supervising junior team mem bers on a portfolio of transactions (experience

acting as a mentor to junior team members is an advantage);

• Experience in, or working with, developing countries; and

• Excellent written and oral communication skills in English are essential for this position; knowledge of

another UN language an advantage.

Candidates for appointment at level IS -5 will also be expected to demonstrate the followin g additional

required experience and qualifications:

• A further 3 years of relevant work experience practicing law in cross-border transactions involving

debt and/or equity with a well- recognised law firm and/or an international financial institution

and/or development institution.

*The person assessed by the Selection Panel as most suitable for the position will be proposed for appointment. The

above criteria should be seen as indicators of the qualifications, experience and skills that would qualify candidates

for consideration. Other combinations of academic qualifications and years of experience may be considered.

Selection among short -listed candidates will also take into account performance at interview, appropriate testing

and references.

The GCF may appoint a candidate at a lower level than the one advertised when the candidate does not meet the

qualifications or requirements of the position. After one year’s satisfactory service the appointee may be upgraded

to the level of the post.
