We are looking for a highly qualified Procurement Consultant for our program in Turkey.

About the Job

The procurement consultant has overall responsibility for delivering timely and effective procurement and logistical support to the implementation of DRC programs across Turkey. The primary focus of this job is to build capacity of National Staff, set the strategic direction for the Logistics and Procurement Departments of DRC Turkey in conjunction with the Head of Support Services and RLPA, and put in place country policies and procedures to ensure effective logistics management.

Duration of the assignment

3 Months (With possibility of extension to 6 months), starting from 15 April 2018.

Duties and Responsibilities

Technical logistics and procurement oversight

  • Lead the delivery of logistics and procurement activities in line with the DRC Operations Handbook and ensure these activities are timely, effective and efficient in meeting the needs of programme delivery, and that speed of process flow is balanced against having appropriate controls, checks and balances in place.
  • Ensure procurement processes are conducted in a manner that is timely, compliant with DRC and donor procedural requirements, and that all goods and services purchased represent value for money. In addition, ensure procurements are effectively tracked and that a system is in place to measure performance and ensure suppliers are paid promptly.
  • Ensure that DRC’s fleet size is appropriately balanced in terms of cost effectiveness vs meeting programme needs, and that the fleet is managed, maintained and efficiently utilised.
  • Ensure effective asset management and reporting, and disposal / donation in accordance with donor requirements.
  • Lead desiging the procurement process that meets the modality of DRC’s Turkey operations.
  • Design a capacity building program to build capacity of National staff and partners in terms of P&L.

    Staff management and capacity building

  • Direct line managment of Country procurement and logistics staff and technical management of field based procurement and logistics staff.
  • Identify development needs and provide capacity building, mentoring, training and advice to procurement and logistics staff to improve ways of working and achieve logistics excellence.
  • Design and deliver appropriate training to programme staff to improve understanding of logistics processes and to foster better collaboration across teams.
  • Ensure tasks are appropriately delegated and staff are empowered and accountable in their work.

    Accountability

  • Oversee the observance of the DRC Code of Conduct within the Logistics and Procurement Departments.
  • Ensure clear lines of logistics and procurement responsibility, appropriate segregation of duties and pervasive accountability throughout the organisation.
  • Ensure that staff terms of employment are implemented and that disciplinary issues are dealt with quickly, fairly and consistently.
  • Implement anti-corruption measures across logistics and procurement departments and ensure that staff are fully trained and aware of corruption and corruption prevention measures, and that both suppliers and staff understand appropriate whistle-blowing procedures. In addition, ensure that all suspicions and allegations of corruption or breaches of the Code of Conduct are reported immediately.
  • Ensure the timely implementation of recommendations from external and internal audits and DRC’s Code of Conduct Committee advisory reports.

Deliverables (Three months contract)

In addition to the day to day tasks & targets agreed upon in the first week of the contract, the deliverables of the procurement consultant are as follows:

  • Capacity building plan for all National P&L staff is rolled out in liaison with the RO
  • Case specific SOP’s to support DRC Turkey’s program modality are in place and endorsed by the RO
  • Framework agreements are in place for all relevant recurring purchases
  • Capacity assessment is conducted for all field sites in regard to procurement & Logistics

 About you

To be successful in this role you must have:

  • Relevant supply chain or logistics qualification
  • DRC experience, in particular to hgh value procurements
  • Experience with capacity building and mentoring staff
  • Demonstrable experience of recruitment and staff selection
  • Excellent written and spoken English required
