STANDARD MINIMUM QUALIFICATIONS

Education:

Secondary school education. A University degree in the fields of business, finance, international affairs or other related fields is a plus.

Experience:   

At least four (4) years of progressively responsible experience, with at least two (2) years in business, finance, international affairs or other relevant fields. Experience with the Humanitarian field is a plus.

Language:     

Fluency in both oral and written communication in English and Arabic languages.

Additional desired skills:

  • Strong coordination skills.
  • Experience utilizing computers including MS Office (Mainly Excel, Word and PowerPoint)
  • Knowledge of WFP activities and procedures in the country is an advantage

JOB PURPOSE

To perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages.  

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority and under the supervision of the Programme Policy Officer (Partnerships), the Programme Assistant (Partnerships) will be responsible for the following duties:

  • Assist in reviewing the proposals received and the related budgets for the implementation of WFP programmes;
  • Assist in launching a call proposal whenever feasible;
  • Organize and take the minutes of the review panel (Cooperating Partners Committee);
  • Assist in the preparation of the Field Level Agreements (FLA) with the cooperating partners;
  • Register FLAs in the WFP Corporate system;
  • Review and reconcile the receipt of necessary operational reports (monthly and cumulative reconciliation and distribution reports for partners), monthly invoices and financial reports, and notify the appropriate WFP officer at non-receipt;
  • Verify invoices and supporting documents ensuring Cooperating Partners (CPs) reports are attached and certified; Maintain and regularly update invoice tracking system; Maintain link with Finance Unit on invoice processing and follow-up with partners on incomplete invoices;
  • Monitor open Purchase Orders (POs) and ensure closure upon completion of activities;
  • Maintain accurate records and files within the field of work (FLAs, reconciliation reports);
  • Liaise with Sub-offices and other units to resolve issues and clarify or obtain additional information;
  • Assist in the performance evaluation Cooperating Partners implementing WFP programmes;
  • Assist in conducting regular meetings and field visits to support sub-offices and CPs in the implementation of WFP programmes;
  • Perform other related duties as required, including ad-hoc reporting, meeting minutes, and preparation of project documents.
  • Perform specialized and/or standardised processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines.
  • Provide project management and/or general office support following established targets and WFP’s policies and procedures.
  • Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) in order to support operational decision-making.
  • Perform accurate, timely recording of data within the specific technical 
  • area of work (e.g. food security and vulnerability assessments) following corporate standards and guidelines.
  • Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
  • Support communication and activities with local partners, agencies, NGOs and government institutions.
  • Act as a point of contact for resolution of general operational queries requesting assistance where necessary.
  • Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
  • Perform other related duties as required.
