A consultant to prepare a background note for the meeting of Civil Registrars in South Asia.

Purpose:

The consultant will prepare a background note for this meeting of civil registrars in South Asia. This background note will prepare the ground work for a half day discussion on the potential relationship between civil registration and civil identification, recognizing that civil registration is fundamental for civil identification. It will draw on desk research of the current civil registration systems in South Asia and any civil identification directions and systems. It will answer the following questions.

  • To what extent are the existing developments in ID systems building on CR systems?
  • What are the opportunities for leveraging the emphasis on ID-M to strengthen national CR systems?
  • What are the linkages between CR and ID systems in South Asia? If there is weak or no link, what are some of the missed opportunities?
  • What is the contribution of civil registration to any identification-management (ID-M) developments; what is its unique attributes?
  • What is the use of civil identification for civil registration
  • How can civil registration aid civil identification
  • What are the different structures for linking civil registration and civil identification
  • What adjustments may be considered in the relationship between civil registration and civil identification when one system has more complete registration than the other
  • What are the implications for the legal and policy framework in a country with both civil registration and civil identification
  • How is the validity of the civil registration certificate achieved? What are the different uses of the civil registration certificate and the civil identity card?

Key Assignment/Task:

  • Prepare a 10-15 page paper on the potential relationship between civil registration and civil identification using the questions above as a non-exhaustive list of areas to be covered. The paper should be if formal style with appropriate references. A draft of the paper will be shared for comments 3 weeks before the meeting for comment and further amendment by the author.
  • Presentation of the paper at the civil registration meeting in South Asia, scheduled for July 2018. This presentation should include visual aids.
  • Document the discussion on the relationship between civil registration and civil identification held at the civil registration meeting in South Asia
  • Finalise the paper of the relationship between civil registration and civil identification, incorporating the experiences, findings and conclusions of the discussion on the topic held at the South Asia civil registration meeting

 

 

Working Condition:

This is mainly a home based assignment. The consultant is expected to be at the South Asia civil registrars meeting, in its entirety. Air travel will be provided within the contract to the country of the meeting, and DSA also provided. The consultant is expected to purchase their own insurance.

Minimum Requirements:

Education:

Master’s or advanced university degree in social sciences, statistics or related field, or significant experience in the civil registration arena

Work Experience:

  • At least 10 years’ experience working with civil registrars
  • Proven knowledge of civil identification systems and/or identity management systems
  • Experience researching and writing background papers and reports of publishable quality

Competencies:

  • Ability to work with minimal supervision
  • Ability to absorb, analyse and synthesis data
  • Excellent presentation skills

Language Proficiency:

Excellent written and spoken English required

Duration of the Contract:

1 April-31 July 2018 (13 days)
