Background

UNDP`s the Enhanced Public Sector Transparency and Integrity Project (ETI Project) aims at bringing the regulatory and institutional arrangements for corruption prevention within Ukraine come closer to international standards for transparency and accountability in the public sector and thus help ensure more responsiveness and efficacy from state bodies at national and subnational levels. The project (1) renders assistance to establishment of regulations on issues of conflict of interest, assets declarations, and corruption risk assessment, which spell out mandates and operational procedures for the duty-bearers, (2) contributes to duty-bearers’ capacity development to operationalize adopted frameworks in everyday operations at national level and (3) encourages local oversight of anti-corruption reform implementation.

Since 2015, UNDP organizes yearly Anti-Corruption Schools which bring together civil society activist from all over Ukraine. The AC School is a unique way of cooperation between UNDP and local activist. The AC School 2018 is going to consist of 4-days training where participants get first-hand knowledges how to fight corruption, use newly created tools and instruments like e-declarations, anti-corruption legislation, communications, public information access, experience of project realization by local and national CSOs etc.

In addition, in 2016 the UNDP Anti-Corruption Lab was organized by ETI Project to build an anti-corruption network of local and national CSOs to exchange experience and cooperate all together.

This year UNDP has invited other donor organizations – USAID/SACCI, USAID/ENGAGE and the International Renaissance Foundation (IRF) to become organizers of the 4th AC School. Such cooperation is a good possibility to create more synergy between donor organizations in anti-corruption sphere, exchange good practices and use different innovative approaches. After taking part in the AC School, participants can continue cooperation with UNDP and submit project proposal within the framework of Grant competition “CSO Participation in the implementation of New Legislation aimed at Preventing Corruption”, announced on January 2016. During 2016 – 2017, 27 projects were successfully supported by the ETI Project, which managed the 2nd and 3rd AC Schools.

Duties and Responsibilities

MAIN OBJECTIVES OF THE ASSIGNMENT

The overall goal of the assignment for the Consultant on Local Oversight Initiatives ETI Grant Coordinator is to coordinate implementation of the project activities within the announced grant competition. The Grant Coordinator is responsible for supporting the grant-making process under the ETI grants component. The incumbent ensures feedback during preparing of grant applications of participants of Anti-Corruption School 2018 which decide to apply for the ETI grant competition, participates in the selection of the grant proposals, provides support to improve grant proposals, ensures the appropriate use of funds by the ETI grantees and their cooperation, full and timely grantee reporting, and monitors achievement of results by the grantees. For this purpose, the Consultant on Local Oversight Initiatives maintains regular contacts with the ETI grantees from national and sub-national (also local) scale, as well as with the ETI partners involved in the grants scheme.

The Consultant on Local Oversight Initiatives collaborates with the Capacity Development Associate on the programmatic aspects of the grants, and with the ETI Project Associate – on grant budgets and grantees’ financial reporting issues. The incumbent shares information with the Knowledge Management Associate on grant projects’ results.

DESCRIPTION OF RESPONSIBILITIES / SCOPE OF WORK

Under supervision of the ETI Transparency and Integrity Team Lead, the Consultant on grants coordination (local oversight initiatives)supports managerial, programmatic and financial aspects of the grants scheme, including but not limited to the following responsibilities:

  • Support in preparation and moderation of the Forth Anti-Corruption School is provided;
  • A list of grant applications from the participants of the Anti-Corruption School 2018 is prepared (CSO title, project title, project objective and term of implementation, names of the head of a project and head of CSO, and their contact details). Each of the grant applications if reviewed by the Consultant on Local Oversight Initiatives and comments prepared in a form of table for the evaluation panel’s review. The evaluation procedure ensured in accordance with the UNDP rules and procedures. Among shortlisted grant applications, the work plans and budgets analysed and recommendations sent to the prospective grantees where necessary before approving. Grant agreements prepared for signature;
  • A table of dates of payments and reporting for the project prepared for the ETI Project Associate and shared with the ETI team;
  • The grants project filing system is updated: in electronic form on server in a separate folder; and for paper form – in-office filing system, other minor functions/tasks performed as required to support ETI grants management activity.

Deliverable 2

  • A list of grant project proposals that were sent to the ETI project’s corporate e-mail address (eti.ua@undp.org) from beyond the applicants of the 4nd AC School is created (CSO title, project title, project objective and term of implementation, names of the head of a project and head of CSO, and their contact details). Each of the grant applications is reviewed. The evaluation procedure ensured in accordance with the UNDP rules and procedures. The application’s work plans and budgets analysed and recommendations sent to the prospective grantees where necessary before approving. Grant agreements prepared for signature;
  • An orientation one-day session for the approved projects’ team leads and key experts is organized and conduced in Kyiv. Initial information on UNDP and ETI grant-making procedures and reporting requirements is provided;
  • New ETI grantees are provided with a package of documents with the description of UNDP and ETI procedures and reporting requirements;
  • Other minor functions/tasks performed as required to support ETI grants management activity.

  • Document-based monitoring and field missions of the grantees’ performance to ensure proper use of funds is conducted.
  • At least 2 consultations for each grantee are provided to grantees on reporting issues during grant projects implementation and other functions/tasks performed as required to support ETI grants management activity

Deliverable 5

  • Final narrative reports of the sub-national grants (applications from the participants of Fourth Anti-Corruption Spring School) are evaluated and compared with the grantees’ financial reports;
  • The grant projects filing system (in electronic form) is complemented by updates and monitoring reports;
  • At least 5 consultations provided to grantees on reporting issues during grant projects implementation;

  • A contribution to the draft ETI final report on issues concerning grants is prepared (up to one page);
  • The third UNDP Anti-Corruption Lab is organized and conduced in Kyiv. Initial information on UNDP and ETI grant-making procedures and reporting requirements is provided, other minor functions/tasks performed as required to support ETI grants management activity;

monitoring/REPORTING requirements

ETI Transparency and Integrity Team Lead will supervise the work of the Consultant on Local Oversight Initiatives through regular in person and e-mail/or telephone / Skype communication and with additional consultations with Capacity Development Expert. Upon completion of the task, the final report, in Ukrainian, shall be submitted electronically (up to 10 pages, document MS Word, Myriad Pro, 12, single spacing). UNDP will be the final authority to control the quality and evaluate the work. No reports, documents, communications should be published or distributed to third parties without prior approval of UNDP. Should any travel be needed for the assignment which is not envisaged at this stage, the related costs will be covered additionally, therefore, the incumbent should not include this cost in his/her financial proposal.

Measurable outputs of the work assignment:

  • Quality input provided in the development of the ETI grant-making and grant management procedures, including calls for proposals, relevant application and reporting documents and forms;

  • Grantees contracts prepared and signed in timely fashion;

  • Grantees programmatic and financial reports reviewed in timely fashion;

  • Quality and timely advice provided to the grantees on grant projects implementation and financial reporting;

  • Sufficient and verified information on grants projects progress and results achieved regularly obtained from grantees through reports and monitoring visits.

Required Skills and Experience

EXPERIENCE AND MINIMUM QUALIFICATIONS REQUIREMENTS

Education:

  • University degree (at least Bachelor’s level) in social sciences, humanities, business administration or management - pass/fail;

Experience:

  • At least 3 years of experience in grants coordination - pass/fail;
  • At least 3 years of progressive experience in the area of project management or financial management, preferably in the international environment - pass/fail;.

Language Requirements: Fluency in Ukrainian, working knowledge of English - pass/fail.

FINANCIAL PROPOSAL

The financial proposal shall specify the cost of professional services of Consultant on grants coordination (local oversight initiatives). Payments are made in tranches based on Deliverables.
