Background

BACKGROUND

Under the Resettlement in Newly Released Areas (RNRA) and EU-CSPB projects, the UNDP in partnership with other stakeholders supports the efforts of the Government of Sri Lanka for sustainable peace by enabling them to put in place coherent mechanisms and processes to advance national unity and reconciliation. This endeavor cuts across multiple government institutions and other stakeholders at the national and regional level.

SCOPE AND OBJECTIVES

UNDP-GLED supports sustainable development through integrated community and area-based assistance for Internally Displaced Persons (IDPs) and host communities, through support to livelihoods, enterprise development, community infrastructure development and community-based environment management. The community based infrastructures consist of renovation of minor and medium sized structures, construction of community buildings, renovation of rural roads, and other targeted interventions, in selected villages located in selected Districts. GLED is directly implemented by UNDP through a network of field offices located in the Northern and Eastern districts of Sri Lanka.

In order to confirm the quality of the construction activities, UNDP Sri Lanka is looking to hire a Construction Management Consultant, who will manage and be involved in the schematic design phase, design development phase, construction document phase, bidding or negotiation phase, construction phase, and monitoring maintenance phase of different construction projects in the two districts.

STAGE 1: Pre-Design Services

Formulating the Brief, Feasibility & Cost Planning, setting an appropriate budget are services and parts of the process that occur before the Concept Design. Likely scope  consist of site visits, photos & discussion of possibilities and alternatives, organising a survey, planning sketches & budget costing, timeframes, local council controls & planning issues.

STAGE 2: Designs and Cost Estimate

Based on the existing information and as per the requirement of UNDP; taking into consideration the land survey, the soil investigation (if required) and standard drawings of relevant department and regulations, the Consultant will prepare a draft measured plan or mode, incorporates the design process, reviewing options with drafted or free hand concept sketches, 3D model walkthrough or perspective views (if required) and summary of local council controls and submit for UNDP approval.

  • Together work with UNDP on the type of construction material to be used to ensure that the end result is cost effective and easy to maintain;
  • Continuously work with UNDP and government counterparts in finalising the design in order to fulfil the requirements of government stakeholders as well as UNDP’s scope;
  • Incorporate changes or refinement, further completing the model of design & surrounds, drafting of detailed plans, elevations & sections, Prepare basic materials & finishes schedule and all architectural, structural and service drawings and submit for UNDP approval as detailed below;
  • Prepare the Bills of Quantities (BOQ) as well as the engineering estimate.

STAGE 3 Identification of Construction Contractor(s)

UNDP will carry out the procurement process in identifying the construction company and the consultant will expected to support UNDP in the aspects, for which UNDP may need the technical assistance.  Following type of assistance might be expected;

  • Participate together with UNDP pre-tender meetings with selected bidders;
  • Sit as an observer for Evaluation of the tenders and do the documentation for the submission;
  • Prepare and submit the following contractual documents such as Contractual BOQ., Contractual Construction Drawings, and Contractual Construction Timeline.

STAGE 4: Construction

  • Timely review, recommend and certify Variation Orders (VO) and submit them to UNDP for approval;
  • Once approved ensure that VO’s are finalized within two weeks.

STAGE 5: Work Completion

  • Inform UNDP of the tentative date for Substantial Completion of the works at least 15 days in advance;
  • Preparation, interim & final payments and Substantial Completion Certificate.

1.c Submission of Architectural, Structural and Services Drawings and Bills of Quantities (2.5km Concrete Road) 01 unit;

1.d Submission of Architectural, Structural and Services Drawings and Bills of Quantities, Net mending Hall (6m x 20m –Jaffna) 01 unit;

1.e Submission of Architectural, Structural and Services Drawings and Bills of Quantities, Toilet blocks (8m x 6m - Jaffna) 02 units;

2.a Submission of Architectural, Structural and Services Drawings and Bills of Quantities, Water sump, Pump house and Overhead tank (Jaffna) 01 unit;

2.b Submission of Architectural, Structural and Services Drawings and Bills of Quantities, Enhancing Boat Access ways and Landing sites (Jaffna) 02 units;

2.c Submission of Architectural, Structural and Services Drawings and Bills of Quantities, Multipurpose Hall (Jaffna) 01 unit;

2.d Submission of Architectural, Structural and Services Drawings and Bills of Quantities, Admin building for Tellipalai Palm Development Coop Society Ltd (Jaffna) 01 units;

Duties and Responsibilities

RESPONSIBILITIES

Expected Output/Deliverables:

  • Brief report of the pre design services, incorporate pre site visit, photos & discussion of possibilities, planning sketches & budget costing, timeframes, local council controls & planning issues;
  • Land survey, soil investigation reports (if available / where ever required);
  • Draft measured plan or mode that incorporates the Design process, reviewing options with drafted or free hand concept sketches, 3D model walkthrough or perspective views (if required) and Summary of local council controls;
  • Lay out plan to fit into an A3 sheet for each proposals of work;
  • Complete set of architectural drawings (scale 1:100) and sections and detail drawings (1:50 or 1:20) (based on relevant department standards);
  • Complete set of structural drawings (same scale as for Architectural drawings);
  • Complete set of service drawings consisting of:
    • Plumbing drawings;
    • Drainage drawings;
    • Lighting and Electrical layout drawing;
    • Lightening protection drawings;
    • Security fence & gate drawings;
    • Any other drawing as required.
  • Complete set of Bills of Quantities (BOQ) with relevant specifications;
  • Complete set of an Engineering Cost Estimate;
  • Complete set of contractual documents such as Contractual BOQ., Contractual Construction Drawings, and Contractual Construction Timeline;
  • Forecast Variation Orders (VO) (for the approval of UNDP);
  • Test certificates and as-built drawings;
  • Final project report (narrative, financial and photographic);
  • Final inspection report on completion. 

TIMEFRAME

The envisaged timeframe  of the Consultancy  is 09 months from 02 April to 31 December 2018.

Experience in using relevant computer software packages, such as MS Excel, MS Word, PP and AutoCAD.

Required Skills and Experience

QUALIFICATIONS

Chartered Civil Engineer having minimum of 10 years of experience in Civil Construction Field.

FINANCIAL PROPOSAL

Financial Proposal will be made as per the each deliverables mentioned in the ToR under Tasks to be completed.

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee” including his/her consultancy and professional fee, travel (economy class flights is required to and from the Duty Station) honorarium, board and lodging, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts.

1.d Upon submission  of Architectural, Structural and Services Drawings and Bills of Quantities, Net mending Hall (6m x 20m –Jaffna) 01 unit;

1.e Upon submission  of Architectural, Structural and Services Drawings and Bills of Quantities, Toilet blocks (8m x 6m - Jaffna) 02 units;

2.a Upon submission  of Architectural, Structural and Services Drawings and Bills of Quantities, Water sump, Pump house and Overhead tank (Jaffna) 01 unit;
