The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The purpose of the officer position is day to day implementation of the support functions responsibilities. Use actions words such as ensure, implement or assist for the position relevant responsibilities.

Job description

  • To organize all logistics process and ensure adherence with NRC policies, tools, handbooks, guidelines and donor regulations.
  • Prepare and develop status logistics reports.
  • To establish and maintain good contacts with suppliers, government offices, and other NGOs with regards to logistical matters.
  • Ensure proper filing of documents.
  • Implement internal controls and procedures for ensuring strict compliance with the NRC Mission's Logistics Handbook and its standard operating procedures.
  • Ensures all local procurement procedures in NRC office are effectively followed in compliance with the NRC logistics Handbook and relevant donor guidelines.
  • Identifies suitable and reliable suppliers, vendors, providers and contractors of goods and services in support of programme implementation in accordance with NRC logistics guidelines.
  • Responsible for cash handling and ensuring that all cash advances for local procurement are reconciled in accordance with NRC finance policies and procedures.
  • Support NRC team in area office and other sites from a logistic point of view (procurement, warehousing, assets management, travel arrangements, and fleet management relevant to the position and in coordination with Field Office Coordinator and other department etc.) .
  • Prepare and develop status logistics reports for Hodeida area office.
  • Handle all Procurement, Asset Management, Warehouse Management, Fleet/ generator management

Qualifications

  • University degree relevant for the position or extensive experience in the logistic sector.
  • Minimum of 2 years’ experience from working as a Logistician in a humanitarian/recovery context.
  • Intermediate computer skills in Microsoft Office (MS Excel, Word, and Outlook).
  • Strong communication and interpersonal skills.
  • Strong organizational and team work skills.
  • Good cultural awareness and sensitivity.
  • Highly approachable, trustworthy and confidential.
  • Good diplomacy and negotiating skills.
  • Ability to work in English (written/spoken) Fluency in Arabic and English, both written and verbal.
