NRC has decided that it will open an emergency response in Libya to respond to humanitarian needs of the displaced and conflict affected civilians. In line with NRC’s ambition of being present where needs are, an office will be opened in Tripoli, and most likely a field office in Benghazi. At present, NRC is looking at responding to needs within the following core competencies; Shelter, Education and ICLA. This stage being a start-up, contracts are initially issued for 12 months, with the possibility of extension.

Our Ideal Candidate:

For this position we are looking for someone with a minimum of 3-5 years’ experience on implementing education programming in a humanitarian/recovery. They should be able to assess needs, design programmes and start-up NRC's education activities in and in connection with the ongoing situation in Libya. The ideal candidate has documented experience from setting up education programmes in complex humanitarian situations, with good strategic thinking and strong representation skills. Fluency in Arabic is an asset.

Position Description:

The purpose of the Education Programme Development Manager is to be responsible for developing, implementing and monitoring of Education activities in Libya. This will include further assessing needs to make appropriate programming. There will also be a focus on capacity building of NRC staff and the technical quality of Education interventions. Specific responsibilities for this position include:

  • Design and develop NRC education programme strategy in Libya, in line with NRC programme policy and global strategic priorities.

  • Recruitment, capacity-building and mentoring of staff and partners, to operationalise quality for timely and comprehensive education programming

  • Design and develop programme approaches and activities that can be piloted and expanded to other project areas

  • Lead on Education/Youth assessments and contribute to evidence based programming

  • Develop Monitoring and Evaluation systems together with the Emergency Team Leader

  • Assist in coordination with local authorities, community representatives and other stakeholders, including NGOs and UN

  • Plan and liaise constantly with Emergency Team Leader and CC colleagues to ensure complementarity of intervention between Education and other CCs.

  • Responsible for representing NRC in Libya for Education and other related topics

    Additional Information:

  • Duty Station: Tripoli, with some time spent in Tunis (Tunisia). So far it is not expected that there will be Education activities in Benghazi but this may change in the course of the contract.
