In line with the strategic shift from food aid to food assistance and ongoing organizational strengthening, the RBJ region offers a wide range of opportunities to test and apply new innovative programmatic approaches – including the broadening of transfer modalities, increased focus on resilience-building and national capacity-development. This, results in an essential need to promote innovative methods and tools to meet new information needs for evidence based decision-making. A more strategic approach to monitoring and review across the region will ensure WFP’s ability to demonstrate the performance of its operations and improve project design and implementation based on evidence and lessons learned.
Repositioning WFP as a food assistance agency requires the translation of the WFP Strategic Plan into activities and actions at country level. WFP’s Regional Bureaus are a key part of the organization’s commitment to the decentralization of responsibility and decision making. The RBJ Regional Bureau will closely work with the Performance Management and Monitoring Division (RMP) to strengthen the monitoring and review capacity throughout the region.

ORGANIZATIONAL CONTEXT

Achieving the Sustainable Development Goals requires increased engagement of both public and private sector in support of sustainable approaches to meet the global challenges. The Southern African region is characterized by countries that have graduated or are in the process of graduating to middle income status which translates to increased economic activity and growth. Within the region the private sector is rapidly expanding and growing. An increasing number of multinational companies are entering the market and this is combined with the growth and expansion of Southern African based companies. At the same time, there is widespread income disparity and poverty that requires the attention of the public and private sector. In this context, there is increased demand for the Regional Bureau and country offices to expand their partnership base and engage with the private sector in support of mutually beneficial solutions to achieve Zero Hunger.

JOB PURPOSE

The Regional Bureau, Johannesburg (RBJ) seeks a six-month consultancy to support the development of Private Sector partnerships in the Southern Africa and Indian Ocean region. The consultant will support the development of the Regional Private Sector Partnership Action Plan, Private Sector Partnership Training and the completion of at least three country-level action plans. The Regional Private Sector Partnership Action Plan will provide an overarching strategy for regional engagement and support in this area. The training will support the upskilling of Partnership Officers and Resource Mobilization Focal Points to undertake strategic and constructive engagement. Training and skills development will include a review of the corporate private sector strategy, private sector partner mapping oriented to the regional context, processes of engagement, due diligence and a review of the minimum requirements and criteria.

KEY ACCOUNTABILITIES (not all-inclusive)

Working under the overall supervision of the Regional External Partnership Officer (Head), the consultant will undertake the following:

  • Develop a Regional Private Sector Partnership Action Plan, drawing on the previous Southern Africa Private Sector Partnership Strategy and the draft corporate Private Sector Strategy;
  • Develop a work plan to support the coordination and facilitation of a training on private sector engagement delivered to Regional Bereau Johannessbug (RBJ) and Country Office (CO) partnership officers;
  • Provide coaching to three selected COs on private sector mapping and action plans, which will serve as templates for further replication in the region;
  • Complete private sector partnership mapping, identifying trends and opportunities for resource mobilization, advocacy and shared value;
  • Facilitate effective due diligence on Private Sector Partnerships;
  • Establish opportunities for shared value to achieve Zero Hunger, through engagements with local private sector leaders, relevant industry organizations for shared value / CSR (Corporate social responsibility) / sustainability aggregators (individuals, businesses, organizations); and
  • Provide recommendations on priority industries and sectors to prospect, weighing up risks versus opportunities, for negotiation of regional partnerships or growing global partnerships regionally

STANDARD MINIMUM QUALIFICATIONS

Advanced University degree in Business Administration, Management or Marketing or international relations , or First University degree with additional years of related work experience.

Language: Fluency in oral and written English. French and Portuguese language skills are advantage

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

At least five years relevant experience in the Partnership Space, including private sector marketing, public-private partnerships, corporate social responsibility, foundation and private sector fund raising, philanthropy and shared value.

OTHER SPECIFIC JOB REQUIREMENTS

Knowledge and Skills: 

  • Very good written and verbal communication skills in English language are a must.
  • Excellent analytical, negotiation, communication and advocacy skills.
  • Proven ability to conceptualize, develop, plan and manage a strategy development process.
  • Computer skills in Office applications: proficiency in Word, PowerPoint and Excel.
  • Ability to handle multiple projects/tasks within deadlines.
  • Capacity to work effectively in a multi-cultural environment and international organization is essential.
