What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose of the position

The advisor maintains an overview of the developments within the Movement landscape and proposes strategic orientations related to ICRC cooperation with the Movement globally in close collaboration with other members of the MOUV division. S/he identifies and follows key processes related to wider Movement policies. The advisor is a member of the extended management team of the MOUV division and supports the management in following through a number of processes and agreed management tasks. The advisor is also responsible for promoting principled humanitarian action within the Movement as a whole, and ensures ICRC Movement policy work is supports strengthened operations.

Main responsibilties

  • Capturing inputs of the management team and members of the division, propose and elaborate cooperation priorities and strategic orientations, including driving the revision of the Doctrine of ICRC cooperation with National Societies (Doctrine 62).
  • Provide regular Movement environment scanning, analysis and political oversight and, when relevant, elaborate internal ICRC guidance notes and position papers related to specific Movement dynamics. Draft division inputs to annual reports and other relevant reports.
  • Supports planning process of statutory meetings as needed. When required, co-draft, guide or otherwise contribute to the development of Council of Delegates or International Conference resolutions, or when necessary guidance notes related to the (principled) humanitarian action of the Movement or related to the Movement regulatory frameworks.
  • Collaborate with DP_POL to elaborate ICRC’s position and participate in shaping the Movement narrative on global humanitarian policy issues (such as the localization agenda, the Grand Bargain, P/CVE and other). Support the endeavors undertaken to position the Movement (and the ICRC in this Movement) within the global humanitarian environment.
  • Act as an advisor to ICRC operational divisions and thematic file-holders with regards to their engagement with other Movement components on certain subjects (protection, migration etc.).
  • In close coordination with the division’s legal advisor, act as focal point for the Fundamental Principles within the Division, promoting them within the Movement through trainings, discussion forums and other.
  • Act as Division focal point on National Societies relationship with external actors.
  • On behalf of the management, s/he leads the preparations of Etat-Majors, off-sites and other specific meetings in the Division. S/he supports the division’s PfR planning processes. In case of a specific need, s/he may be called to carry out additional specific managment functions in the division.

Requirements for the post

Certifications / Education required

  • University degree in International relations, political science, law or similar degrees

Professional Experience required

  • At least eight years of experience within the humanitarian sector
  • At least three years field experience with the ICRC
  • Work experience with the International Federation and/or a National Society at a senior level, an asset
  • Solid experience in policy development for the ICRC, the International Federation or a National Society or another humanitarian organization

  • Strong analytical skills
  • Ability to prioritize and work with deadlines and attend to several processes at the same time
  • Confirmed negotiation and brokering skills in a multi-stakeholder environment
  • Highly organized, solution-oriented approach to work. Project management skills a strong asset.
