The purpose of this contract is to support the WASH programming in NYHQ and country offices by providing guidance on ways to access new aid modalities and innovative financing to achieve SDG 6.

Background & Rationale

The SDGs has envisioned ambitious targets for the WASH sector to finance safely managed water and sanitation services. Public funding resources, including ODA and domestic public finance, cannot achieve such goals alone. UNICEF WASH section is exploring a variety of financial models that can channel private sector investments into the sector, and engaging partners in new ways beyond grant funding, such as co-financing, guarantee, etc.

In this regard, additional technical support on financial analysis is needed for the work stream. The incumbent will assist WASH sections in country offices to prepare various proposals and documents suitable for partners and prospective investors. The incumbent will also work closely with relevant teams, such as PD Social Policy, PPD New Aid Modalities, and DFAM Structured Finance, to help WASH financing roll out successfully.

Purpose

The purpose of this contract is to support the WASH programming in NYHQ and country offices by providing guidance on ways to access new aid modalities and innovative financing to achieve SDG 6.

Expected results: (measurable results)

  • Based on guidance from PD, draft and finalize the templates of concept note and financial model the scoping and proof-of-concept for WASH financing programme supported by the guarantee facility.
  • Guidance note for country offices on bankability and credit analysis models for WASH financing.
  • Provide technical support to the participating countries on preparing the concept note and financial projections based on the above templates.
  • Provide support to UNICEF’s discussion with SIDA and commercial banks.
  • Provide inputs and support to rolling out the UNICEF WASH Financing Course.
  • Support on financial analysis for WASH reporting.
  • Produce country case studies

Key competences, technical background, and experience required Deadline

  • An Advanced university degree (Master's) in international relations, finance or related field
  • At least two years of relevant experience
  • Strong financial analysis skills, such as CFA related qualifications. Strong quantitative research skills.
  • Excellent written and oral communication skills
  • Proven ability to synthesize information and communicate it simply and effectively
  • Fluency in English required. Knowledge of another UN language is an asset
  • Ability to work in an international and multicultural environment. Competencies required: commitment, embracing diversity, integrity, self-awareness and self-regulation, teamwork, and drive for results; communication, judgment, planning, setting standards and monitoring work, analytical and conceptual thinking.

Please indicate your ability, availability and daily/monthly rate (in US$) to undertake the terms of reference above (including travel and daily subsistence allowance, if applicable). Applications submitted without a daily/monthly rate will not be considered.

Remarks

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.  

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage
