The Asian Disaster Preparedness Center (ADPC) is a Thailand based Foundation with an inter-governmental charter status organization that works to find practical solutions for people and institutions in Asia and the Pacific to enhance their ability to cope with disasters. Using its expertise and scientific knowledge-base in the field of disaster and climate risk management, ADPC works with countries to address the root causes of disasters. It uses all the resources at its disposal for community and public benefit. Since 1986, ADPC has expanded its scope and diversified its operations for an approach that offers long-term and sustainable solutions to reduce the impact of disasters and climate change. In 2017, ADPC finalized the revised ADPC strategy 2020, completed the restructuring of ADPC, and moved closer to intergovernmental status with Cambodia ratifying the ADPC Charter. To build on its existing financial and human resources policies and system and meeting the needs of future operation, ADPC seeks to engage the services of a consulting firm to improve/develop ADPC’s administrative and management framework and ensure that policies and practices are documented and in accordance with international standards. ADPC is aiming for having an administrative and financial system in place which fulfils the global standard such as the requirements of EU’s Pillar Assessment, eligible for becoming a Public International Organization with USAID, eligible to receive funding from the World Bank, eligible to receive support from the Green Climate Fund and similar donors and financial institutions.
The assignment would focus on preparing the following manuals:
Accounting Policies and Procedures Manual (APPM)
Human Resources and Administration Manual (HRAM)
Procurement Manual (PM)
Institutional Polices
Social Safeguard policy (SS)
Grievance policy (GP)
Anti-Fraud policy (AFP)
Environmental policy (EP)
Anti-Harassment policy (AHP)
Additional requirements may be agreed to by the hired consultant and ADPC in advance of the contract.
Statement of Intent:
The manuals so developed will incorporate the following interalia:
1. Accounting Policies and Procedures Manual (APPM)
Regular Fixed assets and Inventory, Assets/inventory for Program Support operations, Cash Management and Investment, Petty Cash, Payables and receivables management, Prepayments and accruals management, management of donations (Both cash and in kind), accounting for Intangible Assets, Disbursement and payment processes, Revenue Management, Travel, Preparation of Budgets and chart of accounts, salary and fringe benefits management, procurement manual
2. Human Resources and Administration Manual (HRAM)
Standards of Human Resource Management such as Affirmative Action and Equal Employment Opportunity, Communications and Expectations, Conflict of Interest, Safety and Security, Work Environment
Employment related to Employee Classifications and Status, Alternative Work Arrangements, Employment Decisions , Pre-employment Requirements, Position Requirements , Engagement and Termination of Employment ,
Employee Development such as Internal Employment Opportunities, Performance Management, Employee Recognition, Compensation and Benefits, Employee Services, Staff Grievance Procedure, Code of Conduct and Violence in the Workplace
3. Procurement Manual (PM)
Details the standards, policies and procedures for the procurement of goods, works, non-consultancy services, and consultancy services; procurement processes and procedures for procurement; transparency and accountability in procurement operations, efficiency and effectiveness of procurement operations; and
consistent application of best procurement practices and international standards
4. Institutional Polices
The details of the institutional polices below can be further developed by the hired consultant

- Qualifications and Specific experience in the field of the assignment
- Technical and managerial organization of the firm
- General qualifications and number of key staff

Reporting Relationship:
- Reports directly to the Executive Director or any designated staff by him
- Work closely with HRA and Finance department
The Asian Disaster Preparedness Center (ADPC) invites eligible firms to indicate their interest in providing the consultancy services for the development of the institutional manual and polices as per the Terms of Reference (summary sheet). Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff.
