Child Rights Monitoring and Multidimensional Poverty; 2. Life long Learning and Safety and 3. Justice for Children. Purpose of Assignment:

- To ensure that the UNICEF Country Office has useful, valid and reliable information on
. the situation of children’s and women’s rights;
. the performance of UNICEF-supported programmes including their relevance, efficiency, effectiveness, and sustainability, and in emergency contexts, their coverage, coordination and coherence.
- To work in support of the UN country team goals by delivering valid and reliable information to guide attainment of the SDGs and other goals, as well as planning and performance of UN-supported programmes.
- To assist in the establishment of monitoring and evaluation tools which enhance partnership between the UNCT, government and other key players to collectively track progress on SDGs and other international commitment for children.
- To assist in the development of national capacities for monitoring, evaluation and research, with special attention to the interest, concern and participation of government, community, and civil society stakeholders.   
 
Background and Justification of Assignment:

UNICEF and the Government of Belize signed a Country Programme Document from 2017-2021. Based on this agreement, UNICEF’s support to the Government of Belize is outlined in three Outcomes:  1. Child Rights Monitoring and Multidimensional Poverty; 2.Life long Learning and Safety and 3.  Justice for Children. Monitoring and Evaluation is integral to the achievement of the result for children as stated in each Programme Strategic Note. The cross-sectoral nature of the monitoring and evaluation enables the achievement of results that remain outside the scope of the other programmes, while simultaneously strengthening the initiatives under outcome 2 and 3 by providing technical expertise in the areas of decentralization, data management and activities linked to disaster risk reduction.
This consultancy is intended to provide a temporary replacement for a 3 month period.
 
The main current responsibilities for this consultancy include:

1. Situation Analysis on Children,
2. Menstrual Hygiene Management study,
3. Initial design of an adolescent health strategy,
4. Review and validation of the iodine study (nutrition)
In addition, the M&E consultant will be responsible for supervising the U-Report consultant as the U-Report work is intended to generate a significant amount of complementary data that should be effectively analyzed and visualized for dissemination and to support communication. The M&E Specialist is also responsible for serving as the primary point of contact for field programmes working with child advocates/monitors in the Sustainable Child-Friendly Municipality initiative. This initiative works with children across the country in formal platforms linked to Local Government, to inform urban planning.
 
Scope of work (Work assignment)

1. Situation Analysis on Children (SitAn):
 . Work in close collaboration with the NCFC, other relevant national partners and the selected consultant to coordinate and monitor the adequate development of the SitAn.
 . Plan and organize: the inception meeting with SitAn consultant, Stakeholders Meetings and Children Consultations, and review days of SitAn’s chapters.
 
2. Menstrual Hygiene Management Study (MHMS) – Data analysis process:
 . Consolidate all comments on the Validation Report, conduct follow-up meetings, support the writing of the final report, and share with relevant partners.
 . Organize the publication and launch of the study.
 . Conduct follow-up meetings with relevant partners (including Ministry of Health, Ministry of Education, local authorities) to share the findings of the report and develop an action plan based on its recommendations.

3. Adolescent health related tasks:
 . Conduct bi-weekly meetings with the Adolescent Health Consultant to monitor progress on workplan activities.
 . Support the initial design of the adolescent health strategy.
 . Support adolescent communication related activities.

4. Iodine study (nutrition):
 . Conduct the review and validation of the study.

5. U-Report related tasks:
 . Conduct bi-weekly meetings with U-Report consultant to monitor progress on workplan activities.
 . Liaise with national and international partners (including Ilhasoft – RapidPro) to coordinate the initial implementation of U-Report.
 . Conduct partners meeting, Children Consultation, and coordinate the development of U-Report website.

6. Rolling Work Plans implementation -including the Sustainable Child-Friendly Municipality initiative:
 . Coordinate and monitor the implementation of the M&E related cooperation agreements with national partners (Ministry of Local Government, National Committee for Families and Children, Statistical Institute of Belize).
 
7. M&E support across Programme, including in relation to WASH

8. Other potential assignments in relation to M&E priorities:
 . To be jointly defined with the supervisor, including in relation to UNICEF Belize Country Programme performance monitoring and evaluation.
 
Expected Deliverables

• Detailed work plan signed off by Supervisor
• Monthly reports presented to the programme team and approved by supervisor
• Reviews of SitAn draft chapters
• Reports of the children and adolescent consultations (SitAn and U-Report)
• Publication and launch of the MHMS
• Initial design of the adolescent health strategy
• Review of the iodine study
• Reports of the U-Report partners’ meetings
• Rolling Work Plans monitoring reports
 
 
Terms of Consultancy
• This is considered a local consultancy recruitment, no international travel or DSA will be paid for travel to Belize.
• The Consultant will be based at the UNICEF Office in Belize City
• The Consultant will be required to travel locally in Belize with travel cost and DSA paid by UNICEF.
• The Consultant will be supervised by the Representative and work in collaboration with all programme staff and the Communication Specialist.
• The contract duration is 3 months with a start date of April 2018
• The Consultant is expected to work a 40-hour week.
• The Consultant is required to provide written weekly updates detailed monthly progress reports on the scope of work outlined in these Terms of Reference.

 

To qualify as an advocate for every child you will have…

  • Advanced university degree in social sciences, statistics, planning development or planning.    

  • A minimum of 5 years of relevant professional experience in monitoring and evaluation, programme development and implementation.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of Spanish or a local language is an asset.
     
    Technical knowledge required:
    • Professional technical knowledge/expertise in demography, statistics, and data management.
    • Professional technical knowledge/expertise in methodology of M&E, including  theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods.
    • Professional technical knowledge/expertise in Activity Monitoring & Evaluation, Evaluation Design, data analysis, and reporting.
     
     
    Skills required:
    • Proven ability to conceptualize, plan and execute ideas as well as to transfer knowledge and skills;
    • Fluency in written and spoken English; 
    • Prior working experience with UNICEF is an asset.
