Country Office Background

Norwegian Refugee Council (NRC) established its presence in Jordan in November 2012 in response to the conflict in Syria and resulting refugee influx. NRC Jordan currently employs over 500 national staff in Jordan is now one of the largest INGOs in the country. In 2016 the Country Office continues to focus on provision of protection, assistance and access to essential services for vulnerable Syrian refugees in formal camps and host communities. NRC strives to combine its programmatic activities with evidenced-based advocacy work focused on policy change and strong external communications and media engagement and. The Country Office also works to ensure safe and integrated programming through ensuring protection is effectively mainstreaming across all programming.

Our Ideal Candidate:

We are seeking a university graduate in relevant field, with a minimum of 4 years of experience working in shelter-related roles in a humanitarian/recovery context and in within Middle East region. For this position professional fluency in English written and verbal is critical.  We are particularly looking for someone with experience in shelter response in urban displacement, experience with cash transfer programming, experience working in refugee camps, and knowledge in the field of renewable energy.

Position Description: 

The purpose of the Shelter Specialist position is technical development of the specific CC, strategic direction and quality assurance. The CC Specialist is responsible for mentoring, training, capacity build staff on CC technical capacity.

Specific Responsibilities related to this position include:

  • Contribute to the strengthening of the position of NRC in Jordan through active role in coordination bodies relevant to shelter and renewable energy, including the positions of co-chair of the Shelter Working Group, the Shelter Task Force and the Water and Energy Working Group.
  • Support in the development of the shelter and energy chapters of the national response plan (JRP).
  • Provide strategic guidance and oversee the development of the NRC shelter and renewable energy and energy efficiency programs, including fundraising, building partnerships and advocacy.
  • Support global shelter advocacy efforts, contributing to publications, policy and position papers using Jordan’s program learnings.
  • Develop communication materials and presentations to donors and where needed represent NRC during field visits. Ensure that donors are informed/briefed on the most recent developments within and beyond NRC program.
  • Compile, review and ensure timely submission of donor reporting with the support of the project managers.
  • Ensure Shelter programme quality through PCM (including beneficiary participation, mainstreaming of cross-cutting issues (gender, protection, disability, environment etc), value for money etc.
  • Develop the strategy action plan and monitor its implementation with the support of the project managers.
