The objective of this project is to help inform and improve the responses by the government, the civil society organizations (CSO) and NGOs, human rights organizations, and the UN and to support ongoing work with relevant government ministries to strengthen their ability to support survivors of conflict related sexual violence (CRSV) and children born of rape. In general, there is a low understanding of the legal and social barriers faced by children born of rape, their mothers, and other GBV and CRSV survivors, and there is a need to strengthen the responses at all levels. This includes the need to collect reliable data on the populations concerned, and improve understanding of the practices which may enable or limit the access to basic rights for children born of rape or in ISIL-held territories, and survivors of CRSV. Through undertaking of this project, UNICEF, in collaboration with UNAMI, will lead on evidence generation to better understand the issues and challenges affecting women and children's access to civil documentation and registration and how to overcome them.

The purpose of this consultancy is to support the work of UNICEF and UNAMI to undertake comprehensive mapping and analysis of the legal services in Iraq to civil documentation and registration for women and children affected by CRSV, including children born of rape and those with perceived affiliation to ISIL, and their mothers, and to identify gaps and areas of advocacy or intervention to improve women and children's rights and access to justice, protection, and services. The consultant will support community-based work and project coordination; and all activities needed to support the project

How can you make a difference?

The Coordination and Community Engagement Consultant will undertake the following work:

 

  1. lead the project to respond to the needs of children born of rape and their mothers to jointly address this complex issue. Under the overall framework of the implementation plan of the Joint Communique; the consultant will work through and in coordination with existing humanitarian protection and GBV coordination mechanism, the Government Focal Points on the Joint Communique, and the structures created under the implementation plan of the Joint Communique. The consultant will convene an interagency task force (TF). under the auspices of UNICEF and UNAMI, to strengthen coordination and advocacy for effective response on children born of rape, and closely coordinate with the GBV and Child Protection Sub-clusters.
    1. The consultant will develop terms of reference for the task force and this work stream in coordination with existing humanitarian protection and GBV coordination mechanism, lead its implementation and follow up on decisions and action points as necessary.
    2. Review relevant policy information resources, including legal framework mapping, and summarize and disseminate information on policies to the task force and GBV and Child Protection Sub-cluster members and other stakeholders.
  2. Provide guidance and coordination support to joint advocacy initiatives of the task force: to have enhanced collaboration amongst the government, UN agencies, and human rights-focused NGOs and CSOs.
    1. Support the development of action framework and national TF plan to ensure follow-up of CRSV issues and effective advocacy and programme responses at the national and regional levels. The resulting action framework and coordinated response plan will enable the taskforce to work with relevant government ministries and national institutions to strengthen their ability to support survivors and children born of rape.
    2. The action plan will be based on the legal framework analysis and consultations with the task force, and stakeholders at all levels for strategic action to address the needs of women and children, and will identify entry points for advocacy and strengthened service provision.
  3. Carry out baseline mapping and consultations with stakeholders: to facilitate engagement and participation of women and girls and broader community, including religious and community leaders, to broaden understanding of the scope of the problem, identify and document challenges and barriers facing children and women without civil documentation and survivors of CRSV, as well as strategies to address them.
  1. Carry out baseline mapping of practices, interventions, and actions at the community level related to treatment of children born of rape and CRSV survivors. The analysis will map existing responses in different locations and treatment of children in similar situations, including review of work conducted by other agencies, NGOs/CSOs in Iraq to support the needs of children and women, with a focus on potential areas of cooperation. This will include a service mapping to understand what access to information and services communities currently have through NGOs/CSOs.
  2. Develop a matrix identifying trends related to practices and vulnerabilities of particular groups of women and children or specific locations with barriers related to the unique context or situation they are in.
  3. Develop a discussion and interview guide for community, CSO, and government stakeholder consultations (focus groups, key interviews, etc.) at national/regional/local level, to collect data on the issue and for validation discussions over the course of the project.
  4. Contribute to mapping of the legal framework challenges facing children born of rape and CRSV survivors and the pathways to resolve them by analyzing existing caseload of children lacking civil documentation and recognition before the law, and developing case studies to deepen understanding of this complex issue.
  1. Support Engagement with Government and National Institutions: to strengthen support for initiatives and actions developed based on the mapping of the legal framework and stakeholder consultations, and ensure implementation of related areas of the Joint Community on Prevention and Response to Conflict-Related Sexual Violence and other relevant action plans.
    1. In close collaboration with the UNAMI Senior Women Protection Advisor, the consultant will engage with the CRSV High-level focal points and members of the inter-ministerial taskforce to discuss the implementation process and to ensure governmental support and interventions are provided as needed.
    2. Lead engagement with relevant national institutions on areas of advocacy identified by the task force and outlined in the Action Framework.
  2. Final report with recommendations: Based on the analysis of the legal framework (carried out by the legal consultant) and stakeholders consultations, the consultant will document and highlight the context and reality of women and children survivors of CRSV, and children born of rape and in ISIL-controlled territories, in terms of legal and social challenges that impede their access to civil documentation, protections and services to inform advocacy and response strategies.

In close collaboration with UNICFE and UNAMI, and in consultation with the task force and key stakeholders, the report will provide an analysis and recommendations on possible programmatic and policy interventions to strengthen support and services for CRSV survivors and children born of rape to protect their rights and comply with obligations under Iraqi and international law

To qualify as an advocate for every child you will have…

  • Advance degree in Social Work, Human Rights, Sociology, Political science or related to Law Policy, Advocacy.
  • Minimum seven years of relevant professional experience: i.e. policy advocacy, law reform, developing legislation, participatory research on human rights, child rights, GBV or child protection programme, community/CSO engagement related to children's and women's rights in Iraq and/or abroad.
  • Knowledge of International human rights law and standards as well as national legislations relevant to children's and women's rights.
  • Strong knowledge of Iraq diverse communities (ethnicities, religious groups, cultural differences, etc.)
  • Strong skills in interpersonal relations, communication and networking.
  • Strong analytical skills and ability to research and write at a high level. 
  • Fluent in spoken and written Arabic and English, knowledge of Kurdish is a plus.
