OBJECTIVES OF THE PROGRAMME
The WHO Global Service Centre (GSC) provides administrative services to all staff and all WHO offices worldwide in respect of human resources, payroll, procurement, accounts payable and support of specific corporate IT applications. The aim of this Centre is to serve as the global platform for the swift and reliable delivery of a comprehensive array of products and services covering all these fields.DESCRIPTION OF DUTIES
The incumbent shall perform the following duties\:
1. Maintain, update and improve the Standard Operating Procedures (SOPs) on security and emergency procedures including the fire and safety evacuation plan in the building.
2. Assist the ASO in the conduct of briefing of newly-recruited staff on emergency procedures and in the implementation of emergency requirements such as organizing fire drills
3. Issue badge and access card and update the staff record on the HID Badge System to ensure that all access cards issued are accounted for and access to restricted areas are only given to authorized staff.
4. Maintain the fire warden roster and oversee yearly trainings of all wardens, security personnel, contractual staff and cleaners in collaboration with the Fire Bureau.
5. Liaise and maintain contact with UNDSS, concerned government agencies and private organizations, to gather information and assist the ASO in preparing situation reports in case of civil disturbances and security situations
6. Monitor security measures in the Centre, exercise control over the security guards, maintain the necessary records and control documents, and make recommendation for improvements.
7. Coordinate investigations into any security related issues and make the necessary documentation.
8. Update the staff information database through the Staff Information System for a timely submission of report to UNDSS office.
9. Maintain and update data required for the web-based system for SMS broadcasting and ensure that a regular test is done to ensure the effectiveness this facility.
10. Ensure that necessary preventive maintenance for all related office equipment are in good working condition and periodic inspections are carried out.
11. Verification and testing of surveillance security camera and proximity card access system and ensure that proper back-up of data is made on a monthly basis.
12. Review the security and safety situations at the centre in all areas of operation and recommend measures for improvement
13. Responsible for the monthly update and maintenance of the BCP kit (electronic data and hand copies of relevant documents).
14. Perfoms other specific duties as required.
REQUIRED QUALIFICATIONS
Education
Essential\: Completion of secondary school education.Desirable\: Higher education anadvantage
Experience
Essential\: A minimum of 5 yearsof relevant experience.Experience in working with premises security. Training on facilities and premises security, including maintenance of security and emergency equipment, i.e., fire extinguishers, CCTV etc.Security training, including maintenance of security and emergency equipment.Desirable\: Experience in a large organization such as WHO would be an advantage
Skills
Thorough knowledge of office procedures and the working of different government agencies such as police department, road transport office, immigration office and insurance practices.Sound judgment, integrity and tact when dealing with others.Excellent inter-personal and communication skills.Computer literate. Ability to work with computerized HR software programmes as well as MS Office such as MSâWord, Excel etc.WHO Competencies

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at MYR 45,454 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.ADDITIONAL INFORMATION
