Emergency Coordinator

Background

The Danish Refugee Council (DRC) has been providing relief and development services in Yemen since 2008. Using right-based approaches, DRC has mainly focused on refugees, migrants and internally displaced People by conflict and natural disasters. Programs include WASH, protection, Food security/livelihoods and mine risks education, amongst others. DRC has hub offices in Sana’a, Aden, Hodeida and several sub-offices throughout Yemen.  In response to the humanitarian needs and the resulting increase of conflict affected population in Yemen, DRC is seeking the services of a qualified Emergency Coordinator  to support our emergency mobile rapid response team in the following locations; Al Hudaydah, Hajjah and Lahj.

Location: Aden spending 70% of time in the field

Purpose

The RRM Coordinator will be in charge of coordinating the mobile team deployments. He / She will work with the cluster, inter - cluster and partner organizations to identify potential locations for deployment balancing access, needs and logistical support. He / She will supervise the RRM team leader and be overall responsible for the RRM program. The RRM Coordinator will be responsible for organizing and supervising the rapid response mechanism implementation in Aden spending 70% of time in the field including rapid needs assessments and emergency interventions

Responsibilities

Conduct multi-sectorial rapid assessments

  1. Monitor humanitarian alerts through the team, humanitarian partners, etc.… and rapidly launch assessments with prior validation of the Emergency Coordinator & Area Manager/Head of Office
  2. Plan multi-sectorial evaluation including operational aspects (team composition, number of cars required, movement plan, security checks with the Area Manager/Head of Office, etc.)
  3. Supervise the team for data collection and entry, conduct quality checks, and triangulate information to ensure veracity and reliability of data
  4. Write rapid needs assessment reports using defined format, and within established deadlines, providing clear operational recommendations for intervention
  5. Represent DRC towards local partners/community leaders during rapid needs assessments and ensure, in collaboration with the Area Manager/Head of Office, coordination with other humanitarian partners
  6. Review existing assessment tools and propose improvements/ adjustments to the Emergency Coordinator as necessary and in line with the RRM mandate

Organize/supervise the FSL/NFI/Shelter response

  1. Initiating the coordination with relevant bodies (including Assessment Working Group) around the revision of tools for rapid multi-sectorial assessment
  2. Review assessment findings on the and advise on recommended interventions, considering the do no harm principle
  3. Reviewing/editing and validating assessment and intervention reports produced by the respective Sector Officers and sharing them with relevant partners at field/central levels
  4. Coordinating the RRM response with other humanitarian partners possessing emergency response capacity to avoid overlapping/facilitate synergies
  5. With the logistic department, ensure timely procurement andsupply of materials required for emergency response activities
  6. Liaise with IOM at field level to ensure timely release of in-kind donations
  7. Participating in relevant coordination forums to share updates on the RRM (methodology, tools, results, operations, etc.)
  8. Acting as Focal Point for IOM at central level for the RRM project (quarterly meetings, information sharing, project review, etc.…)
  9. Following up with the Clusters and other inter-agency forums, on the recommendations produced by the RRM to increase coverage of needs (where gaps identified)
  10. Liaising with the Humanitarian Learning Platform in Sana’a to share lessons learnt in the implementation of the RRM

Project Monitoring

  1. Review project monitoring tools as necessary and prepare monthly Activity Progress Reports (to be sent to Emergency Coordinator)
  2. Ensure PMD is systematically conducted after 1 month, analyze data an prepare the report (to be shared with Emergency Coordinator)
  3. Link with the M&E team to facilitate external monitoring of the project and take corrective actions where necessary
  4. Link with the M&E team to facilitate the roll out of a feedback and complaint mechanism as part of the RRM

Manage the project team

  1. Recruit and supervise the project team in collaboration with the Emergency Coordinator, Area Manager and HR department
  2. Review and update the HR needs for effective project implementation and rapid response
  3. Identify needs for training and liaise with the Emergency Coordinator to provide additional orientation
  4. Develop action plans and weekly planning for program team movements in link with the Logistic Department
  5. Conduct evaluation of staff according to DRC procedures

 

 

Represent DRC

  1. In collaboration with the Area Manager/Head of Office, represent DRC towards and coordinate with local authorities and humanitarian partners involved in emergency response
  2. Represent DRC towards communities, communicating about DRC mandate, eligibility criteria for RRM project, and humanitarian principles

Qualifications & Preferred Skills

 

  1. At least 3-4 years of professional experience working as a technical expert in the area Emergency Food Distribution, Shelter/NFI or WASH – ideally combined with experience in Cash/Voucher Distribution and financial management responsibilities
  2. Advanced degree in social science or any related field related to Food security, WASH or Shelter
  3. Prior work experience in INGO in project management
  4. Prior experience in working in complex emergency setting, involving internal displacement
  5. Demonstrable experience in establishing and maintaining collaborative relationships with donors and government counterparts
  6. Experience with donor compliance and reporting
  7. Proven experience in staff supervision and remote management
  8. Strong experience with Assessment monitoring tools and systems
  9. Admin/finance skills
  10. Excellent computer skills (proven computer literacy, in particular Excel knowledge is a must)
  11. Strong representation and negotiation skills, demonstrated leadership and interpersonal skills, strong communication and diplomatic skills
  12. Analytical skills, observation and analysis capacity
  13. Strong team spirit, comfortable in a multi-cultural environment
  14. Ability to plan ahead and stress-resilient
  15. Additional qualities: ability to multi-task, ability to handle pressure well, ability to improvise, flexibility, adaptability to transitions

Languages

Spoken and written Arabic and English is essential.
