JOB PURPOSE

Activity 1 of the WFP Indonesia Country Programme in Indonesia will “support the Government in collecting and analysing food security and nutrition data for optimum policies and programmes.” The purpose of the assignment is to lead WFP Indonesia’s Vulnerability Analysis and Mapping Unit as it strengthens the government’s efforts in this area.

The Government of Indonesia seeks cooperation with WFP on the 2015-2019 National Medium-Term Development Plan policy directions iii) improve the quality of food consumed and nutrition by promoting balanced diets, and iv) mitigate the effects of disasters on food security. Strategic Outcome 1 of the WFP Country Programme 200914 includes Activity 1: Support the Government in collecting and analysing data on food security and nutrition for optimum policies and programmes.

Achieving the National Medium-Term Development Plan goals for food security and nutrition requires greater analytical capacity and processes to monitor progress. The country office’s Vulnerability Analysis and Mapping Unit and the Food Security Agency have been collaborating since 2000 to improve data analysis at the national and provincial level. WFP will help the Food Security Agency improve its monitoring of food-security trends and food prices and to enhance early-warning systems. It will provide policymakers with up-to-date evidence upon which to base decisions on food security and nutrition.

This activity will enhance the Government’s reporting on SDG indicators and will inform targeting and monitoring of WFP interventions. FAO and WFP will continue to support the Government of Indonesia to prepare for possible impact of extreme weather conditions on the food security and nutrition situation, and to strengthen the national capacity to conduct food security monitoring, analysis and early warning functions.

At a regional level, the position will also oversee technical support to other WFP offices in the Asia Pacific Region, particularly in regards to Food Security Monitoring tools.

KEY ACCOUNTABILITIES (not all-inclusive)

ACCOUNTABILITIES/RESPONSIBILITIES:

Activity management focuses on the planning, implementing and reporting of activities in partnership with functional areas to support the achievement of the relevant strategic outcome included the CSP/ICSP.  Under the direct supervision of the Head of Programme, the incumbent will be responsible for the following duties:

  1. Plan and design the activity such that CSP strategic outcomes achieve the expected results, including planning outputs and resource requirements.
  2. Ensure day to day management of the activity results in outputs or services that meet the Country Office’s strategic outcomes, at the appropriate quality, on time and within budget. Proactively monitor overall progress and initiate corrective actions as appropriate to resolve issues.
  3. Plan and manage the activity programme’s budget, monitoring expenditures against outputs as the programme progresses.
  1. Manage the implementation of grants, ensuring timely completion of all associated deliverables and periodic reporting to the donor.
  2. Collaborate with and report progress on the activity delivery at regular intervals to functional managers and other staff with activity management responsibilities.
  3. Manage the performance of the activity programme teams. Supervise programmatic and technical staff, contractors and consultants. Facilitate the recruitment and development of individuals to the activity programme teams.
  4. Mobilize resources for the activity (e.g. preparing proposals, raising funds, etc.)
  5. Develop and ensure a knowledge management approach for activity.
  6. Represent WFP in external meetings; chair technical working groups made up of government, academic, private sector and civil society.
  7. Develop and manage partnerships with external partners including UN, government and implementing partners.
  8. Provide the analytical basis for discussions with the national government on WFP’s future interventions to assist the Government to achieve its targets for food and nutrition security, poverty reduction and achieving the objectives of Indonesia’s medium and long term development goals
  9. Support the information needs of the Government of Indonesia’s efforts to attain its food security and nutrition objectives through in-depth food security analysis of household survey data; ensure that rigorous quality standards are maintained. 
  10. Strengthen the capacity of government, other partners and WFP staff at national and sub-national level to conduct vulnerability analysis to effectively inform preparedness and response activities.
  11. Support Indonesia and the Regional Bureau’s emergency preparedness and response with data and analysis on disaster and economic risks, early warning reports, contingency planning, and operational planning through technical support and direct development of content as needed.
  12. Expand the Regional Vulnerability Analysis Platform (VAMPIRE) in collaboration with FAO, Pulse Lab Jakarta and the Regional Bureau.
  13. Liaise with partners (internal and external) to share experience, lessons learned and best practice.
  14. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
  15. Other as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in Economics, Food Security, Statistics, Data Science,

Public Health/Nutrition, Geography or other related field, or First University degree

with additional years of related work experience and/or training/courses.

Experience:

·     Demonstrated proficiency in the use of several statistical tools and methods for food security analysis.

·     Developed practical expertise in food security analysis and mapping by participating in multiple assessments in countries, including the design, data collection and analysis.

·     Demonstrated technical knowledge and understanding of WFP vulnerability mapping systems and emergency assessment standards.
