ABOUT WFP

STANDARD MINIMUM QUALIFICATIONS

Education:

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
 

Language:

 Fluency (level C) in English language.

ORGANIZATIONAL CONTEXT

The Government of Uganda (OPM) and UNHCR estimates that there are nearly 1.4 million refugees and asylum-seekers in Uganda from South Sudan, the Democratic Republic of Congo (DRC), Burundi and other countries as of 1 December 2017. UNHCR estimates that there are more than 1 million South Sudanese refugees in Uganda, the vast majority (82%) of whom are women and children. In light of the on-going conflict and increased food insecurity in South Sudan, Uganda’s refugee population is expected to continue to rise in the near future. Another major factor leading to the unpredictable situation is the crisis in the DRC, which has sharply deteriorated in late 2017. It is estimated that nearly 50,000 refugees from DRC crossed the border into Uganda due to increasing violence which escalated in Ituri and Nord Kivu provinces of north-east DRC.

WFP’s refugee response portfolio has become increasingly complex since January 2018 and as a result the operational management and coordination responsibilities far exceed the capacity of the current field office structures in place.  This is particularly the case in Northern Uganda, where two WFP field offices cover 7 refugee settlements hosting the majority of refugees in the country.

JOB PURPOSE

To design and manage programmes of moderate size or complexity that effectively meet food assistance needs, or contribute to policy formulation and/or provide technical advice or oversight on programme strategy and implementation.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of Area Office, the Humanitarian Response  Coordinator will concentrate on the following areas:

1. Ensure WFP is able to assume temporary direct general food distribution responsibilities in two settlements in the region, establish the WFP teams in each settlement, and ensure management and accountability systems, processes and structures are in place and functioning;

2. Coordinate with UNHCR and Office of the Prime Minister to roll out New Food Collection Procedures ( biometric reverification and introduce biometric controls) at general food assistance collection centres across all settelments in the region;

3. Support the consolidation of WFP food assistance collection centres in each of the five settlements and oversee the installation/construction of the required infrastructure at all sites;

4. Facilitate the transition of general food distribution from traditional group distribution to serving/scooping individual household entitlements;

5. Coordinate with newly onboarded partners in rolling out the new food assistance collection procedures.

6. Support the Head of Area Office and Heads of Field Offices (Arua and Gulu) in:

o   The delivery of country wide priorities for 2018 and in particular:

o   Transformation of human resources.

o   Efficiency, Effectiveness, Accountability and Transperencey

o   Measuring Change, quality and impact

o   Strengthen the capacity of WFP field field staff to implement, manage and monitor WFP-supported refugee response programming. This is very critical in measuring the success in the performance of the Humanitarian Response  Coordination

6. Establish clear roles, responsibilities and required actions for addressing protection and other sensitive issues encountered in the field and establish transparent issue log and resolution mechanism;

7. Perform other relevant duties and task as laid out in the generic job description of head of field/area office.
