Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division of Nuclear Security (NSNS) is responsible for establishing, coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. NSNS comprises four Sections\:
•Nuclear Security of Materials Outside of Regulatory Control Section
•Nuclear Security of Materials and Facilities Section
•Information Management Section
•Programme Development and International Cooperation Section

The Nuclear Security of Materials and Facilities Section is responsible for activities related to establishing and sustaining nuclear security systems for nuclear and other radioactive material in use, storage, during transport, and for associated facilities. These activities include developing nuclear security guidance consistent with relevant binding and non-binding international legal instruments, as well as assisting Member States in implementing the nuclear security framework. The Section provides evaluation and assessment services, such as the International Physical Protection Advisory Service, education and training, develops methodologies and assists security upgrades relating to nuclear and other radioactive material and associated facilities and transport. The Section also provides assistance to Member States in enhancing regulatory frameworks for nuclear security. The Section organizes evaluation missions, training courses and workshops, and convenes technical meetings for methodology development.

Main Purpose

Reporting to the Section Head, the Senior Nuclear Security Officer Physical Protection Advisory Service (IPPAS) is responsible for the preparation and the conduct of the increasing International Physical Protection Advisory Service (IPPAS) activities that are requested by the Member States. IPPAS activities comprise IPPAS missions, IPPAS workshops, IPPAS self-assessment guidelines, IPPAS follow-up activities, , IPPAS related databases, and development of new modules of IPPAS Guidelines.

Role

The Senior Nuclear Security Officer Physical Protection Advisory Service (IPPAS) is\: (1) a programme planner and project integrator, leading programme planning, design and delivery of IPPAS related activities as part of the implementation of the Nuclear Security Plan, 2014-2017, in response to Member States’ requests, and monitoring and supervising their implementation; (2) a recognized expert in nuclear security, to support nuclear security activities; (3) a coordinator and manager of missions and projects of particular technical complexity and/or sensitivity involving the participation of experts from Member States; (4) a scientific secretary to international scientific meetings related to nuclear security, overseeing the preparation and editing of scientific or technical reports, manuals, proceedings and other publications that provide nuclear security guidance, as well as scientific or technical documentation and papers for discussions; and (5) a substantive contributor, providing inputs to the development, documentation and implementation of nuclear security services/support plans.

Functions / Key Results Expected

• Coordinate the conduct of IPPAS and other advisory/peer review missions related to nuclear security and contribute to the enhancement of IPPAS and its follow-up activities.
• Contribute to the IPPAS follow-up activities in support to States’ efforts to strengthen and maintain effective nuclear security, including providing experts support.
• Develop work plans for activities to support States efforts to improve their national nuclear security regimes.
• Contribute to capacity building, including conducting training, workshops, exercises and seminars related to Member States’ nuclear security frameworks.
• Develop and maintain the IPPAS good practices database and the database on pool of experts available for future IPPAS missions.
• Lead the development of guidance, within the IAEA Nuclear Security Series of publications, related to nuclear security of nuclear material and nuclear facilities, including self-assessment methodologies and new modules of IPPAS Guidelines.
• Lead design and delivery of nuclear security activities identified in the Integrated Nuclear Security Support Plans for individual States.
• Ensure the continued high standing and recognition of the IAEA in representing the IAEA at national and international meetings as required\: establish and maintain contacts with relevant international organizations, initiative, committees and scientific societies.

Qualifications, Experience and Language skills

• Advanced university degree in the field of nuclear engineering, chemistry, physics or another relevant field, appropriate to the duties of the post.
• A minimum of ten years of relevant professional experience in nuclear security.
• Extensive international and national experience in nuclear security activities.
• Good knowledge and understanding of the challenges for the implementation of IAEA’s Nuclear Security Plan are highly desirable.
• Fluency in written and spoken English is essential. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) is an asset.
  

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $85543 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 45851, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
