Background:

Kazakhstan has unique possibilities for development of technologies without use of ozone depleting substances. Industrial development affects climate change and, in general, the environmental situation in the country. Therefore, for the development of the national economy it is necessary to focus on reducing HCFC and use of energy-efficient technologies without ODS for energy conservation practice in the country, reduce of greenhouse gas emissions and enhance national environmental values by increasing knowledge about the economic and environmental benefits of energy-efficient technologies without using ozone-depleting substances.

Resulting from this FSP “HCFC Phase-out in Kazakhstan through Promotion of zero ODS low GWP Energy Efficient Technologies”, UNDP/GEF assisted Kazakhstan in implementation of adopted HCFC phase-out strategies, including improvement of national ODS Phase-out legislations, addressed capacity development and investment assistance for ODS users, as well as demonstration of an alternative and energy efficient technologies using natural ODS-free and Low GWP refrigerants. Started establishment of ODS re-use systems to reduce dependence on imported ODS during the transition to non-ODS technologies, and ODS waste management systems, which provided implementation of country specific measures and activities needed for the partner countries to stay in compliance with the Montreal Protocol’s obligations.

As a follow-up stage, and to help reach Kazakhstan 2020 phase-out targets and complete its HCFC phase-out strategy, UNDP is initiating new UNDP-GEF Project “HCFC Phase-out in Kazakhstan through Promotion of zero ODS low GWP Energy Efficient Technologies” and development of the relevant Project Document to formulate technical assistance and reinforcing achievements of Kazakhstan in this area. The new Project Document should include technical assistance for strengthening national capacity in the process of total phase-out of ozone-depleting substances, and transition to non-ODS and low GWP technologies, institutional regulatory components and, further improvement of the national capacity on ODS re-use and ODS waste management. Then, the Project Document will be submitted for the consideration of the GEF.

As stated in PPG the Project document will be elaborated by a team consisting of International and local consultants having expertise in the fields of ODS and low-GWP. International consultant on low-GWP energy efficient production foam technologies should be involved with the purpose of assessment, technical studies and revision along with the national consultants. Development of a prodoc is to be performed in cooperation with International consultant on ODS management and local consultants on ODS and legal issues.

Duties and Responsibilities

The Consultant on low-GWP energy efficient production foam technologies will be the GEF PPG Team member and will be responsible for:

  • Assessing a PU system house company’s situation with baseline equipment and supporting HCFC-free alternative technologies discussion, especially in respect to low GWP options;
  • Formulating a technology conversion project documentation for the company, as an annex to a larger UNDP and CEO endorsement documentation;
  • Discussing co-finance requirements with the company in question;
  • Providing of the expert and consultative support, which necessary to achievement of the project results. Ensure interaction between the Project team and the main consultants, both at the domestic and international levels;
  • Providing of technical support for the implementation and completion of the development phase of the Project Document.

Deliverables

Preparatory Technical Studies and Reviews (Component A): With inputs from the other national and international consultants, as detailed in their respective TORs:

  1. Carry out system house’s analysis and conduct a visit for technical inspection and discussion of alternative HCFC-free technologies, including consideration of low GWP options and financial planning;
  2. Prepare a technology conversion plan (sub-project documentation), which will serve as an annex to a larger UNDP and GEF CEO endorsement documents, and get clearance from the system house/company;
  3. Develop procurement plan for the technology, with discussion of procurement/project implementation modalities for UNDP;
  4. Ensure contribution to action points, including risk assessments, from the UNDP Social and Environmental Screening Procedure (SESP) are fully implemented during the PPG, and update that screening in an iterative fashion throughout the PPG, as appropriate and as relevant to the HCFC-free technologies offered to the system house;
  5. Prepare for technical dialogue with GEF/MLF when defending the project’s approach;
  6. ensure the preparation of the low-GWP energy efficient production foam technologies analysis and ensure its findings are meaningfully integrated into the project’s strategy, theory of change and results framework;
  7. ensure action points, including risk assessments, from the UNDP Social and Environmental Screening Procedure (SESP) at the PIF stage (“pre-screening”) are fully implemented during the PPG, and update that screening in an iterative fashion throughout the PPG, as appropriate;
  8. conduct the identification of the project sites, with documentation of selection criteria;
  9. oversee the consultations with partners regarding financial planning; and
  10. ensure completion of any additional studies that are determined to be needed for the preparation of the ProDoc and all other final outputs.

Validation Workshop (Component C):

  1. Lead the validation workshop to present, discuss and validate the final draft ProDoc and mandatory annexes, with a special focus on the SESP and any management plans; and
  2. oversee all necessary revisions that arise during the workshop.
  3. ensure completion of Validation Workshop Report.

Final Deliverables:

  1. Consolidation of all technical and consultation inputs into a well written and concise UNDP ProDoc with all required sections and Annexes, in line with the standard UNDP-GEF ProDoc template and annotated guidance;
  2. completion of the GEF CEO Endorsement Request;
  3. all documentation from GEF PPG (including technical reports, etc.); and
  4. validation Workshop Report.

Required Skills and Experience

Education

  • Postgraduate or other advanced university degree in the fields of energy efficient technologies, chemical engineering, polymer production

Experience

  • At least 10 years of demonstrated working experience in the field of zero ODS and low GWP PU foam and system house related technologies with design and assessment of programmes/projects
  • Expertise on foam and refrigeration at international level
  • Knowledge and practical experience in the political, social and environmental factors and issues related to zero ODS low GWP PU foam and system house related technologies in Central Asia, preferably in Kazakhstan
  • Skills in facilitation and development of multi-stakeholder workshops and broad-based consultative processes/ programmes/project documents on zero ODS low GWP PU foam and system house related technologies

Language Requirements

  • Fluency in English with demonstrated excellent analytical and drafting skills; knowledge of written and spoken local language (preferably Russian) is an advantage
