Peace and Security Centre

The UNOPS Peace and Security Centre (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Centre is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.
It is headed by the Centre Director who has the overall authority and accountability for the performance of the Peace and Security Centre on behalf of its clients.

Functional Responsibilities

Under the direct supervision of the Chief of Operations, the Weapons and Ammunition Training Officer will be the primary operational and technical focal point for the management of ammunition and weapons for the program. The WAM training officer contributes to the strengthening of management and secure storage capabilities through the smooth running and application of the comprehensive training courses in the field of weapons and ammunition as well as guidance for the destruction of surplus stock, their verification and management of weapons. His responsibilities also include support for the development of viable and sustainable weapons and ammunition management (WAM) structures within the Central African Republic's Defense and Security Forces (DSF). His/her responsibilities include but are not limited to:

  • Manage FACA / FSI operational, administrative and control training sessions on the management of ammunition stockpiles and basic weapons, if necessary;
  • Conduct quality assurance & quality control checks through field inspections and evaluate;
  • Consolidate and provide data to Information Management System related to training;
  • Conduct/monitor risk management surveys (risk analysis, risk assessment and risk reduction) on ammunition and weapon storage areas;
  • In support of Civil Engineer, contribute/provide technical guidance on armories/ammo depots rehabilitation and construction, as required;
  • Contribute to the proposals/drafts on the national WAM regulations and standards as required;
  • Review WAM work plans and requests for non-WAM assistance, especially regarding explosive ordnance disposal (EOD) and support to disarmament, demobilization and rehabilitation (DDR) weapons disposal;
  • Act as technical advisor to the national authority and military regarding management of the weapon and ammunition security and safety components of WAM;
  • Work in close cooperation with all stakeholders/partners of CAR DSF involved in WAM activities;
  • Provide relevant information on achievements and challenges to the Chief of Operations, Programme Manager and support services staff;
  • Ensure that the organizations funded through the UN work according to contract specifications and or Memorandums of Agreement and maintain good relations with the national authorities, security forces, contractors, NGOs and other UN agencies in the region and makes sure all agreements follow UNOPS policies;
  • Advise the Chief of Operations on any non-compliance with contractual requirements by implementing agencies and recommend remedial action in coordination with the Contract Manager;
  • Enforce a complete cursus training up to the level of WAM Inspector;
  • Conduct QA/QC of training courses;
  • Take part in any Boards of Inquiry initiated by the Chief of Operations;
  • Any other duties or tasks as identified by the Chief of Operations.

Education/Experience/Language requirements

Education and Relevant Years of Experience:
  • Advanced university degree (master degree or equivalent) in security/military studies, political science, international relations or other relevant field with a minimum of 5 years of relevant experience;OR
  • First level university degree (bachelor or equivalent) in security/military studies, political science, international relations or other relevant field, with a minimum of 7 years of relevant experience; OR
  • High school diploma with minimum 11 years of military experience (or relevant police experience) at the senior NCO (non-commissioned officer) or officer level (or equivalent)

Work Experience:

  • Relevant experience is defined as work experience in the area of weapons and ammunition 
  • Experience in project management in a field setting is required
  • Experience working with relevant international standards, such as ISACS and IATG and IMAS is required;
  • Experience in related areas such as disarmament, security sector reform, mine action, or small arms and light weapons is desirable;
  • Experience of working with UN peacekeeping missions is desirable
Certifications:
  • Ammunition Technical Officer certificate (or equivalent) is desired
  • Internationally recognized driving license is required
Language:    
  • Fluency in French (written and spoken) is required
  • Basic knowledge level of English is required
  • Knowledge of another official UN language is desired
