1.         Organizational context

 

a.  Organizational Setting

 

The post is located in the Human Resources Planning Section of the Human Resources Management Department (HRMD).  This Section is responsible for ensuring that WIPO can achieve its mission by having the right people with the right skills and competencies in the right place at the right time through\:  supporting managers in the design and implementation of HR plans within the results-based management (RBM) framework;  Recruiting new staff with the skill and abilities that the Organization will need in the future; and sharing accountability with managers in job design and ensuring human resources are used effectively to support the goals of WIPO.

 

b.  Purpose Statement

 

The incumbent will provide a component of an HR service in a proactive and consultative manner to staff and sectors under her/his responsibility in the area of organizational design, including job design, classification and workforce planning, and in the area of resourcing.  In addition, s/he may provide assistance to the Talent Acquisition Manager thereby contributing to ensuring that WIPO’s talent acquisition is aligned with organizational goals and proactively meets the needs of its programs in supporting a creative approach to recruitment through the use of social media and new technologies to identify and reach a larger and more diverse pool of suitable candidates.

 

c.  Reporting Lines

 

The incumbent works under the supervision of the Talent Acquisition Manager, HR Planning Section.

 

 

2.         Duties and responsibilities

 

The incumbent will perform the following principal duties\:

 

a)    Act as preliminary business partner for HR matters for a designated Sector of the Organization and provide interpretation and explanations on the application of HR rules, regulations and procedures to assist in resolving issues.

 

b)    Keep abreast of developments and ongoing activities in the designated Sector under her/his responsibility; regularly review and discuss workforce plans with business counterparts.

c)    Use and encourage the effective use of HR analytics by managers to facilitate succession planning, talent management and optimum resourcing; analyze data and statistics for reporting and planning purposes.

d)    Assist managers in establishing clear roles and responsibilities for staff in the context of overall organizational design and classification standards to ensure compatibility across the Organization;  provide advice on job design and drafting of job descriptions.

 

e)    Participate and take notes in internal committees, panels and meetings; prepare inputs for papers and reports, organize meetings and attend inter-agency meetings on matters under the responsibility of the Section. 

 

f)     Assist in the development and analysis of recruitment campaigns linked across multiple channels, and prepare evaluations and recommendations to facilitate the achievement of WIPO’s diversity goals for gender and geographical distribution.

 

g)    Participate in various outreach and diversity recruitment events and conferences and provide information, both verbally and in writing, on the Organization to promote WIPO as an employer of choice.   Liaise with external diversity partners and specialist organizations to obtain and exchange talent information.

 

h)     Perform other related duties as required.

 

 

3.         Requirements

 

Education

Essential

First level university degree in Human Resources Management, public or business administration, law, social sciences or related field.  An advanced university degree in a relevant discipline may be accepted in lieu of two years of experience. 

 

Experience

Essential

At least three years of relevant professional experience preferably in human resources management or workforce planning.

 

Desirable

Experience in the area of recruitment. 

 

Languages

Essential

Excellent written and spoken knowledge of English.

Desirable

A good knowledge of another UN language.

Excellent time management and work organization skills.

 

Excellent communication, presentation and interpersonal skills and ability to maintain effective partnerships and working relations in a multi-cultural environment with sensitivity and respect for diversity.

5.         Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the March 2018 rate of 80.5%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
