Background

The World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. WFP’s strategies are to save lives and protect livelihoods in emergencies, prepare for emergencies, restore and rebuild lives after emergencies, reduce chronic hunger and under nutrition, and strengthen the capacity of countries to reduce hunger.

The WFP Centre of Excellence against Hunger is a global hub for South-South Cooperation and capacity development in the areas of school feeding, food security and nutrition.  It is an innovation that seeks to respond government demands for technical support to strengthen their national capacities and knowledge on sustainable school feeding and other food security programme and to support them in the design and implementation of these programmes.

Under the general supervision of the Director, the Programme Policy Officer reports to the Head of Programme.

Duties and Responsabilities

Accountabilities: Within delegated authority, the Programme Policy Officer will support the Programme Unit in the following duties:

  • Provide technical advice and support in social policies, including school feeding  and its components (local purchase from smallholder’s farmers, nutrition, agriculture, social development and related areas).
  • Development of policy and programme documents to support countries in the topics above.
  • Draft and revise policy papers, reports, country analysis and other documents related to the programme unit activities.
  • Conduct field visits for in-country support (variable permanence) on related topics in African countries.
  • Support the Programme Unit in implementing its workplan in monitoring and evaluation, and capacity development activities within the Centre’s mandate.
  • Develop project proposals and support partnerships’ development.
  • Support in planning, management, monitoring and evaluation and reporting of projects and programmes.
  • Other related tasks allocated by the Head of Programme.

Deliverables: It is expected that the officer is able to contribute with:  

  • The  discussion of relevant aspects related  to improving Social Policies, School Feeding, Nutrition, Agriculture, Food Security and Social Protection programmes.
  • Learning activities regarding South-South cooperation projects aimed at strengthening the school feeding programmes are developed.
  • The dynamic and effective coordination of the Centre’s initiatives are ensured, including technical liaison with all partners.
  • The development of policy and programme documents and provide inputs for policy papers, recommendations, reports and studies in School Feeding, South-South cooperation, agriculture and Food and Nutrition Security Programmes.
  • The work with Cost Assessment according demands from partner countries.
  • The development of project proposals, concept notes, planning documents, reports  and other documents related to the activities of the Programme Unit.
  • The dissemination of research and learning activities in the Programme unit.
  • Information for briefings, country profiles, and other related purposes.
  • Other related tasks allocated by the Head of Programme.

Qualifications and experience required

Education:

  • University degree in International Relations, Public Policy, Political Science, Nutrition, Agriculture, International Development or related fields. Masters´ degree in related fields is an asset.

Experience:

  • More than 5 years of professional experience in international development, including at least one of the following topics:  school feeding programmes, urban and rural poverty alleviation programme, food security and social protection.
  • Experience in design, management and monitoring and evaluation, and reporting of  projects.
  • Experience in drafting advocacy, policy and communication materials for an international audience.
  • International professional experience, preferably in Africa, Asia and Latin America countries is desirable.
  • Experience in multicultural environments and working with staff from other cultures and background is an asset.
  • Experience in working with UN agencies, Development Partners, High level authorities, local governments and civil society organizations is desirable.

Competencies:

Language:

Fluency in both oral and written communication in Portuguese, English and/or French.  

The candidate must have Brazilian Nationality or be legally authorized to work in the country.
