Under the supervision and guidance of the Human Resources Specialist, the Human Resources Officer will support the Human Resources unit with recruitments following 2017 PBR/CPMP, provide assistance in the areas of entitlements administration, provide procedural and operational support and assistance to the efficient implementation of a broad range of Human Resources functions for all categories of staff in the office, ensuring accurate and timely delivery, whilst promoting a client-based, quality and results orientated approach to the unit and ensuring compliance with UNICEF HR rules and regulations and assist with the HR component of country programme.

Under the supervision and guidance of the Human Resources Specialist, the Human Resources Officer will support the Human Resources unit with recruitments following 2017 PBR/CPMP, provide assistance in the areas of entitlements administration, provide procedural and operational support and assistance to the efficient implementation of a broad range of Human Resources functions for all categories of staff in the office, ensuring accurate and timely delivery, whilst promoting a client-based, quality and results orientated approach to the unit and ensuring compliance with UNICEF HR rules and regulations and assist with the HR component of country programme.

How can you make a difference?

.    A) Recruitment, Selection and Placement

Supports, implements and administers the effective and timely recruitment processes in the hiring, developing and retaining the best talents available to support the strategic human recourses needs of the office and the organization. Promotes equity, transparency, and consistency in the selection and placement of staff.

Supports the office's human resources needs for international professionals, national professional officers, general service by implementing proper and expedient recruitment procedures. Ensures organizational human resources targets are met while ensuring the recruitment and retention of a diverse body of staff of the highest calibre. 

Supports with partnership with the Hiring Managers/supervisors in the recruitment processes.

Provides information to applicants on recruitment policies and status of applications and replies to general enquiries on employment opportunities and conditions of service.

Assists with the update of the weekly/monthly recruitment tracker and plan.  

B) Policy Implementation and HR Administration

Establishes and maintains equity, transparency and consistency in the interpretation, determination, implementation, and administration of HR policy, procedures and guidelines on all HR related matters applicable to the staff. 

Advises staff on correct interpretation and application of HR policies and procedures and provides counselling as required.

 

C) Capacity Building

Supports in building capacity among GS newly recruited HR staff in the field of HR Administration, recruitments, HR policies and rules and other HR activities. 

 

D) Other HR tasks

 

Support in ensuring appropriate onboarding for all newly hired candidates including liaison with the Global Shared    Service Center (GSSC) and providing orientation briefing.

Support with the preparation of the training plan for 2018.

Support with the preparation of HR component of country programme.

Participates in any other HR related project or conducts other activities related to HR as requested by the supervisor.

To qualify as an advocate for every child you will have…

  • University degree in Social Sciences or other relevant disciplines (Human Resources, Business Administration, International Relations, Psychology, etc.). Additional professional training an advantage. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

  • At least two years of relevant professional Human Resources management experience
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Experience in staff selection, including conducting interviews and elaborating panel reports. Familiarity with UNICEF recruitment tools and systems is needed to be operational immediately.
  • Knowledge of UNICEF/United Nations Human Resources policies, rules and procedures is highly appreciated
  • Client-oriented with good analytical skills. Ability to work under pressure.
  • Excellent command of written and oral communication skills in French and good knowledge of English.
