WFP Ethiopia is working with the Government and humanitarian partners to strengthen the resilience of Ethiopia’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation. The Country Office also supports programmes that use food assistance to empower women, transform areas affected by climate change and keep children in school. It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.

ORGANIZATIONAL CONTEXT

The position is located in Addis Ababa under the direct supervision of Head of Programme.

JOB PURPOSE

Lead or support monitoring and evaluation activities within a country of field office, ensuring that WFP programmes generate quality evidence on the outcomes and effects of WFP’s food assistance activities on the lives of beneficiaries with which to inform operational decision making and strategic reorientation.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Coordinate planning and implementation of CO monitoring and evaluation activities, including on effectiveness of all food assistance interventions (e.g. beneficiary needs and status, food security status, programme modalities, implementation challenges, etc.).
  2. Review and give technical feedback to sub-offices on monitoring and evaluation plans for new programmes and budget revisions to ensure that plans are risk-based and focus on measuring results (e.g. checking monitoring and evaluation budgets are allocated and appropriate log-frame indicators and outcome targets are documented).
  3. Contribute to the analysis of outcome data and recommend improvements to programme interventions and to enhance WFPs ability to demonstrate outcome focused results.
  4. Coordinate the production of CO monitoring and evaluation progress reports, with status of results and implementation of improvements included
  5. Follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required.
  6. Represent WFP (e.g. at inter-agency meetings with other NGOs and government agencies) to exchange knowledge and experience, promote the importance of monitoring and evaluation and build partnerships that enhance inter-agency monitoring and evaluation activities.
  7. Provide support and guidance to sub-office counterparts, manage junior staff members, including providing coaching and guidance as required for appropriate development and to enable high performance.
  8. Train national and partner staff in appropriate monitoring and evaluation techniques to build capacity of staff, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results.
  9. Work in close collaboration with internal counterparts and external partners to strengthen the quality and consistency of monitoring and evaluation activities in the field.
  10. Work in close collaboration with internal counterparts and external partners to strengthen the data quality, accuracy and consistency to build credible performance evidence.
  11. Provide monitoring and evaluation findings and recommendations to support performance planning and risk analysis, emergency preparedness, security risk management and risk mitigation activities.
  12. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

OTHER SPECIFIC JOB REQUIREMENTS

  1. Identify suitable third party monitoring firms and manage relationships and incorporate their findings into monitoring reports
  2. Work closely with analytics and systems team to complement food security monitoring and analysis, including new approaches using mobile technology and the ONA platform

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  1. Led effective monitoring and evaluation processes across multiple countries or at the global level.
  2. Developed a high-performing team and managed effective monitoring and evaluation operations at a country level.
  3. Participated in defining the strategic direction and objectives of the monitoring and evaluation function at the HQ level.

STANDARD MINIMUM QUALIFICATIONS

Education and Experince: University Degree in Sociology, Social Development, Development Economics or Performance Management or other relevant field with 7 years of professional experience in related field OR a Master degree with at least 5 years of professional experience.

LANGUAGE

Fluency in both oral and written communication in English. Knowledge of the local language is added advantage.
