Context and Brief Project Description

According to the UNHCR, there are 661,114 active Syrian refugees registered in the country as of 3 July 2017, 52% of whom are children. Initial results of the latest census completed by the Government of Jordan in December 2015 indicated that Syrians constitute 12.5% [1.2 million in total] of the total Jordanian population, adding significant pressure on the country’s resources. Around 20% of all registered Syrian refugees live in 4 refugee camps located close to the Syrian border: Zaatari, Azraq, King Abdullah and Emirati Jordanian Camps.

UNICEF has been on the ground in the camps since they were established, leading the provision of WASH and Education services as well as being an active member of the protection and health and nutrition sectors. From 2017 through 2020, UNICEF’s ‘most likely’ planning scenario involves Syrian refugee camps in Jordan continuing to host approximately 100,000 refugees provided the conflict in Syria goes on. Under the scenario, UNICEF would retain the accountability to ensure that children living in these camps –more than half of the population – are able to realize their rights to survival, protection and development.

With the crisis entering its 6th year, there is a need to provide a strong framework to ensure the continued realization of these rights through the forecasted drawdown in international attention and funding in the coming years. In the immediate term, there is a need to ensure, in line with UNICEF’s 2017 Camp Response Plan that all programmes at minimum begin to integrate elements of sustainability; and that sufficient knowledge and evidence is generated to inform a longer-term strategy. This longer-term strategy (2018-2020) will align the camp response with the upcoming 2018-2020 UNICEF Country Programme which aims to provide sustainable and cost-effective solutions to reach the most vulnerable children.
