The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the camp management, shelter, education, food security, legal assistance, and water, sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs.

Norwegian Refugee Council (NRC) has been implementing projects for internally displaced persons and refugees in Northern Uganda, West Nile and South West since 1997. NRC Uganda is now focusing on West Nile, expanding to Kampala for urban refugee response and to the South West to provide emergency response to new arrivals from DR Congo.

We are seeking an experienced leader join NRC in Uganda as Country Director, to build NRC’s programme portfolio and structures in arguably the most progressive refugee hosting context in the region.

Job description

• Development and execution of the Uganda Country Strategy
• Overall responsibility for all in-country activities, personnel (including staff safety & security) and the Country Management Group (CMG)
• Country level advocacy
• Cost efficiency and quality, including implementation of control mechanisms
• Ensure effective collaboration with government and donors at national and sub-national level to ensure mutual learning and influencing for greater impact of programme investments.
• Development of partnerships and collaborations with external actors, including National NGOs, the private sector and academic institutions.
• Oversee the development of appropriate new strategies that will ensure new routes to impact at scale, including the incorporation of technology, media and institution building.
• Lead teams in ensuring programmes are designed and negotiated to deliver in Hard to Reach area
• Oversee and coordinate the programme portfolio to ensure the highest level of project quality, accountability and developing innovative programme interventions.
• Represent NRC in Uganda and be responsible for the management of host country relations and NRC interests in dealing with government, international and local organisations, networks and media
• Ensure effective implementation and compliance with all procedures as required in the organisation
• Oversee adequate implementation of the performance management system including performance objectives and planning, review, appraisal and staff development

Qualifications

• Minimum 5 years’ experience of working as a Senior Manager/Country Director in humanitarian/recovery context.
• Experience of leading teams to deliver obligations whilst developing new routes to impact.
• Experience from working in complex and volatile contexts.
• Sound understanding of both programme and business support practices.
• Experience of working with displaced populations and/or large scale humanitarian responses.
• Proven results in improving the working context of an organisation or the wider sector through deliberate influencing strategies.
• Experience of representing an organisation or humanitarian context with the press and/or media as well as incorporating the use of new and traditional media in delivering impact.
• Experience of promoting innovation, with a clear understanding of how cash/market based programming and the exploitation of digital tools can maximise efficiency and impact.
• Excellent interpersonal & negotiation skills, including ability to effectively lead and build a team, communicate a vision, make timely and transparent decisions, solve problems and manage conflict
• Proven people management skills in a multi-cultural environment and strong track record of developing people and the role of female staff in particular.
• Demonstrated Leadership and Management skills that effectively motivate staff and support team building; demonstrated ability to manage a professional team in a multi-cultural environment; and build teams.
• Demonstrated ability to undertake high-level representation and advocacy.
• Knowledge of the Uganda context and/or region.
• Fluency in English, both written and verbal.
