Provident Fund Associate

The UNOPS Bangkok Shared Service Centre (BSSC) is part of the Shared Services Centre (SSC) and was established for the purpose of providing internal, global, cost-effective transactional services which enhance the operational capacity of UNOPS and standardize systems and procedures. The BSSC, among other functions, carries out high-quality transactional services within the area of personnel contract administration, benefits & entitlements and payroll. To ensure increased cost-efficiency and consistency with UNOPS systems, BSSC has expanded its services in recent years to include both Individual Contractor Agreement (ICAs) and UN Staff Members. 

Under the direct supervision of the Team Leader, ICA Administration, the Provident Fund Associate ensures high quality, accuracy and consistency of work. He/she interprets and applies HR policies, rules and regulations, implements internal procedures and provides solutions to a wide spectrum of complex HR issues, with focus on UNOPS Provident Fund. The Provident Fund Associate promotes a collaborative, client-oriented approach consistent with UNOPS rules and regulations and contributes to the maintenance of high staff morale.

He/she works in close collaboration with the Programme, Operations and project teams in the field offices and UNOPS HQ personnel ensuring successful performance in HR management.

Functional Responsibilities

·         UNOPS Provident Fund day-to-day coordination

·         Implementation of HR strategies and policies relating to the Provident Fund

·         Facilitation of knowledge building and knowledge sharing of the Provident Fund

·         Ad hoc HR responsibilities for the BSSC team

1.    Coordinates UNOPS Provident Fund’s day-to-day operations  ensuring high quality, accuracy and consistency of work achieving the following results:

·         Ensures UNOPS personnel are enrolled in the Provident Fund in due time

·         Acts as possible focal point between UNOPS Personnel and the Provident Fund Provider

·         Acts as subject matter expert on UNOPS Provident Fund

·         Ensures smooth separation, advising personnel on process and options in regards to the Provident Fund

·         Manages the coordination between UNOPS and the Provident Fund Provider ensuring best interest of UNOPS Personnel

·         Manages the coordination between GSSC and Finance Group for Provident Fund related matters

·         Analyses monthly Provident Fund reports

2.    Provides support to the implementation of HR strategies and policies relating to the Provident Fund focusing on achievement of the following results:

·         Supports full compliance of HR activities with UN rules and regulations, UNOPS’ policies, procedures and strategies

·         Supports effective implementation of the internal process controls relating to ICA administration and Provident Fund in particular

·         Reviews reports from the Provident Fund provider to ensure compliance with UNOPS’ policies

·         Identification and analysis of policy gaps and weaknesses in Provident Fund administration

·         Supports development and maintenance of Provident Fund tools that are policy-compliant

·         Liaises with HQ regarding Provident Fund policy matters

3.    Provides support to knowledge building and knowledge sharing of the Provident Fund, focusing on achievement of the following results:

·         Supports training of the operations staff on Provident Fund-related topics, e.g. ZIO tool and policy changes

·         Trains peers in Provident Fund administration responsibilities, as necessary, to support business continuity efforts

·         Offers sound contributions to knowledge networks and communities of practice

·         Synthesis of lessons learnt and best practices in ICA administration and those specifically related to Provident Fund administration

·         Actively creates and provides feedback to Provident Fund publications, e.g., presentations, pamphlets and workflows

4.    Ensures effective HR management with emphasis of the following results:

·         Support of actions related to the BSSC’s human resource activities, e.g., local contract administration and facilitation of Grounds Passes

·         Information and advice to local UNOPS and Partner Personnel on the conditions of service, duties and responsibilities, and privileges and entitlements under the UN Staff Rules and Regulations and UNOPS/Partner rules and policies

·         Offers guidance to local personnel on HR-related matters and supports proper integration of new personnel

·         Support to management of contracts in UNOPS’ ERP System, monitoring and tracking of all transactions related to positions, HR data, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations through UNOPS ERP System

·         Gathering information and reporting on technical challenges via appropriate channels within UNOPS

Education/Experience/Language requirements

Education: High school diploma required. Secondary Education with specialized certification in HR an asset. A BA or MA degree may substitute required years of work experience.
Experience: 6 years of relevant experience in the field of HR. Experience in working with Pension Funds coordination/reporting is considered an asset. Experience in the usage of computers and office software packages (MS Office 2003 and/or newer versions) and experience in handling of web-based management systems.

Language Requirements: Fluency in written and oral English. Knowledge of second UN working language desirable.
